Exterior lighting fixtures, if any, shall be shaded to avoid casting direct light upon any <br />property located in the residential district to the north of the site. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #304 - UTILITY SUBSTATION. 6220 <br />CABANNE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Southwestern Bell Mobile Systems represented by John <br />P. King for Conditional Use Permit #304 for 6220 Cabanne in order to use the premises as a <br />utility substation. The Chairperson outlined the Commission's procedures and criteria for <br />reviewing conditional use permits and called for testimony from the applicant. <br /> <br />Mr. John P. King, attorney for Southwestern Bell Mobile Systems, stated that Southwestern Bell <br />Mobile Systems wished to erect a 100 foot high antenna on a parcel within the inner boundaries <br />of the lot known as 6220 Cabanne to service cellular telephone usage. He stated that <br />Southwestern Bell started cellular telephone service in the St. Louis area approximately 10 years <br />ago. They presently have 18 towers and are proposing to erect 25 more in the near future. <br />There are two licensed cellular services in this area: Southwestern Bell and Cybertel. One of <br />the staff concerns is TV and radio reception interference. He stated that the FCC strictly <br />regulates the cellular broadcasting so that there will be no interference with reception to area <br />residents. The cellular service operates on a separate band from TV and radio to prevent the <br />interference. They have never had a problem to date. The University City location was chosen <br />because the engineers for Southwestern Bell study reception on a grid system to serve the <br />customers in the area. While using a cellular car phone the transmission is bounced from the <br />nearest antenna in proximity to the caller and then is transferred to the next closest tower as the <br />caller moves through the area. Currently, there are not enough towers in proximity to this <br />location to handle the number of calls being made. So, there is a need to locate a tower in this <br />general area. Mr. Pierce feels the tower is compatible with the surrounding Industrial <br />Commercial district. All electrical equipment is located underground. The building at the base <br />of the tower has a floor area of 300 square feet. There will be no employees at the site. <br />However, a maintenance person will visit the site about once every two weeks. In response to <br />Mr. Goldman's staff report, he stated that they are willing to provide an 8-10 foot fence with <br />barbed wire on top of it. There will be a locked gate off of Cabanne. He stated that they are <br />willing to move the fence in closer to the building in order to provide landscaping around the <br />outside of the fence. The building is heated, has air conditioning and is well ventilated. He <br />states that the building and antenna are in conformance with zoning regulations. The FAA states <br />that no lights are required on the tower since there are no flight patterns over University City. <br />He stated that the 8-10 foot fence should be sufficient to deter children at the nearby playground <br />from climbing the tower. He concluded that Southwestern Bell is in need of a tower in this area <br />and that they will be willing to comply with all requirements set forth by the City. <br /> <br />m-J-25.plc <br />
