Meat may be barbecued at this location with the equipment as submitted in the <br />application to amend this permit. <br /> <br />2. Access to the site from Pennsylvania Avenue shall be limited to the alley entrance north <br />of the property. All necessary permits must be obtained from the St. Louis County <br />Department of Highways and Traffic and the University City Public Works Department. <br />The alley is to be paved a minimum length of twenty (20) feet east of the Pennsylvania <br />Avenue right-of-way. <br /> <br />3. All signs on the property shall conform with the provisions of the University City Sign <br />Code. <br /> <br />4. A detailed landscape plan shall be submitted to the Director of Planning for review and <br />approval. Landscaping shall be installed and maintained in accordance with the approved <br />plan. <br /> <br />5. The operator of the restaurant shall regularly police the site and the neighborhood <br />adjacent to the restaurant to remove litter and debris. <br /> <br />6. An exhaust system shall be installed in order to prevent any food preparation odors or <br />cooking odors from being perceptible beyond the property lines. <br /> <br />7. The container for refuse shall be located behind the building on the premises or otherwise <br />away from public view as designated by the Director of Planning. <br /> <br />8. The Use Permit shall be limited to operation of a carry-out barbecue restaurant by <br />Roderick and Virginia Bell doing business as U-City Bar-b-que. Operation of the carry- <br />out restaurant by any other owner or operator or a change in the type of restaurant so <br />operated without the express approval of the Plan Commission and City Council shall <br />render this Permit and the occupancy permit for the business null and void. <br /> <br />9. Hours of operation shall be limited to those before 12 midnight on Sunday through <br />Thursday, and 2 a.m. on Friday and Saturday. <br /> <br />10. Windows shall be covered with decorative plywood to match or blend with existing <br />masonry on the building. <br /> <br />11. Parking shall be restricted to the eastern end of the site with the lot marked to discourage <br />parking on the western portion of the site. <br /> <br />12. <br /> <br />Operator shall discourage loitering on the premises. <br /> <br />(Continued) <br /> <br />m-3-25.plc <br />
