<br />. <br /> <br />. <br /> <br />March 25, 1992 Plan Commission Meeting Minutes Page 3 <br /> <br />Monica Stewart, 1066 Pennsylvania, stated that it may be customary for barbecue restaurants <br />in the City of St. Louis to stay open until 2 a.m. but there are not any such barbecue restaurants <br />in the county. She further stated it will be detrimental to the nearby residential area since the <br />late hours will attract drunk drivers to come to eat. <br /> <br />Mrs. Bell replied that the restaurant is not within a residential area. It is located in the General <br />Commercial District, like the rest of Olive Street. "Steak On' Shake" and "National" stay open <br />all night. Nobody complains about that even though both those businesses abut residential <br />property. Mr. Bell stated that the traffic is already coming through the area. <br /> <br />Mr. Foxworth asked the Bells if they would accept an increase to 2 a.m. for the week-end hours <br />only. Mrs. Bell stated that would be acceptable. Mr. Kendall stated that the property is <br />commercial and it is unfortunate that it abuts residential property. The Bell's business, however, <br />deserves a fair chance to succeed. Mr. Foxworth feels that the later hours will give them that <br />chance. <br /> <br />Ms. Kreishman asked Mr. Goldman whether a trial period could be granted. Mr. Goldman <br />stated that the City Council could grant that. Mr. Marsh asked Mr. Foxworth what hours of <br />operation he would recommend. Mr. Foxworth replied 2 a.m. on Friday and Saturday and 12 <br />midnight the rest of the week. Ms. Ratner stated that when the original conditional use permit <br />was granted, the hours were meant to be permanent. Mr. Marsh stated that the Commission is <br />not obligated to set the hours of operation differently to insure the success of the business. He <br />further stated that he felt attracting bar patrons to the area should not be promoted, due to the <br />close proximity of residential uses. He further stated that he would consider the Friday and <br />Saturday hour extension for a trial period. <br /> <br />After further discussion, Mr. Foxworth moved that the Plan Commission recommend approval <br />of amending condition 9 of Conditional Use Permit #294 as follows: <br /> <br />9. Hours of operation shall be limited to those before 12 midnight on Sunday through <br />Thursday, and 2 a.m. on Friday and Saturday. <br /> <br />The motion was seconded by Mr. Kendall and passed by a vote of 4 - 1. <br /> <br />Mr. Marsh moved that the Plan Commission recommend approval of amending condition 1 of <br />Conditional Use Permit #294 as follows: <br /> <br />1. Meat may be barbecued at this location with the equipment as submitted In the <br />application to amend this permit. <br /> <br />The motion was seconded by Mr. Foxworth and passed by a vote of 5 - O. <br /> <br />m-J-25.plc <br />
