Ms. Kreishman stated <br />that she has reservations about designations of historic districts but does agree that Parkview is <br />a special neighborhood. Ms. Ratner stated that if the Plan Commission or the Council approve <br />the designation, regulations 5 - 11 should not require building permits. Mr. Foxworth stated <br />that he felt the designation was too restrictive on the residents and feels that more input from <br />the residents should be given prior to approval. <br /> <br />Ms. Kreishman moved that the Plan Commission recommend approval of the proposal to <br />designate Parkview as an historic district as resubmitted in the application. The motion was <br />seconded by Mr. Kendall but failed by a vote of 2 - 4. <br /> <br />Ms. Ratner moved that the Plan Commission recommend denial of the proposal to designate <br />Parkview as an historic district with the further recommendation that if the City Council decides <br />to establish such an historic district, that the revised district regulations submitted by the Historic <br />Preservation Commission be further modified to eliminate the requirement for a building permit <br />for work described in items 5 through 11 of the regulations and modify the Appearance <br />Standards by providing that in the event of a conflict with other City Codes or City Ordinances <br />where they are more restrictive than the Historic District regulations, the Building Commissioner <br />is required to only inform the Historic Preservation Commission; and changing the text of <br />paragraph "f' by adding satellite dishes to the requisites and eliminating redundant language. <br /> <br />The motion was seconded by Mr. Marsh and passed by a vote of 5 - I. <br /> <br />OTHER BUSINESS <br /> <br />It was decided that all of the other agenda items would be tabled until the following meeting. <br /> <br />ADJOURNMENT <br /> <br />Mr. Foxworth moved that the meeting be adjourned. The motion was seconded by Ms. Ratner <br />and carried by a vote of 6 - O. The meeting was adjourned at 11:30 p.m. <br /> <br />m-4-22.plc <br />
