Fire hydrants shall be installed at locations approved by the Fire Marshal. <br />6. Final driveway and parking lot layouts shall be reviewed and approved by the Fire <br />Marshal to ensure there will be adequate access and maneuvering space for emergency <br />vehicles. <br /> <br />7. The building shall be set back at least ten feet from the parking areas and driveway with <br />walls containing patient room windows set back at least 15 feet from the parking areas <br />and driveway, except bay windows shall be permitted to project no more than three feet <br />into the required setback areas. <br />8. The total amount of the surface of the site covered by buildings, parking and driveways <br />for Phases I and II shall not exceed 55 percent of the area of Lots 1 and 2 of One <br />McKnight Place. <br />9. Outdoor off-street parking shall be provided on Lot 2 of One McKnight Place at the rate <br />of at least one space for each five patients and one space for each two employees or staff <br />members on the premises. <br />10. All parking and landscaping shall be installed per drawings for phases II & III and the <br />Phase II area shall be seeded and maintained until development. <br />11. Development shall be in substantial conformance with the Site Plan submitted for this <br />Conditional Use amendment with the exception that the parking along Barby Lane shall <br />be omitted. <br />12. Loading areas shall be reviewed for the entire project and shall meet the requirements <br />of ~34-50.5 of the Zoning Code. <br /> <br />The motion was seconded by Mr. Kendall and passed by a vote of 4 - 0, with two abstentions. <br /> <br />PROPOSED TEXT AMENDMENT: CONTINUATION OF APPLICATION FOR THE <br />DESIGNATION OF THE PARKVIEW HISTORIC DISTRICT. <br /> <br />Chairperson Kreishman informed those present that the Historic Preservation Commission has <br />submitted for Plan Commission and City Council approval an application for the designation of <br />the Parkview Historic District. Judy Little, member of the HPC and Parkview resident, <br />presented the application. Ms. Little reviewed the proposed text amendments as re-submitted <br />by the Historic Preservation Commission (hereafter "HPC"). <br /> <br />Mr. Safe stated that he was opposed to the designation as submitted because he feels that the <br />regulations are a violation of the property owners' right to do with their property as they wish. <br />Ms. Ratner stated that City enforcement of the regulations as submitted will be overburden some <br />on City staff and it will be too intrusive into the lives of the property owners. Ms. Little replied <br />that enforcement would be the function of the HPC. The designation would increase property <br />values and will be a contribution to Parkview residents and the City. Ms. Ratner agreed that <br />the designation would be a positive event, however, as submitted, the designation covers too <br /> <br />m-4-22.plc <br />
