<br />. <br /> <br />. <br /> <br />April 22, 1992 Plan Commission Meeting Minutes Page 9 <br /> <br />The Chairperson asked for comments from the public. Betty Freel, 8655 Barby stated that she <br />lives down the street and there is a major traffic problem caused by the employees driving <br />quickly in and out of the facility. Dora Collins, 8639 Barby stated that she has problems with <br />the parking, there will not be enough. She also states that the employees have extremely loud <br />music blaring from their cars. Stephanie Spencer, 8638 Barby stated that she can hear the <br />employees talking and playing music from their cars in the employee parking lot and it disturbs <br />her peace. Mrs. Jenkins, 8662 Barby Lane stated that there is increased traffic in the area <br />because of the development. At least four stop signs are needed. Leo Cosentino, 8644 West <br />Kingsbury stated that the loud music blares from the employees' cars and that the place is a <br />nuisance to the peace and quiet of the neighborhood. <br />Ms. Kreishman asked the residents if there is employee parking on the streets in front of their <br />homes. <br /> <br />Mr. Cosentino stated that he has not noticed any. No other members from the public spoke. <br />The public hearing was closed. <br /> <br />Ms. Kreishman asked Mr. Deutsch where the ambulances would come. Mr. Deutsch replied <br />that they would come into the front entrance. Ms. Kreishman asked whether the parking lots <br />in the 4 story area are ever filled. Mr. Deutsch stated that they were only filled during catering <br />events. He has plenty of parking in the underground garage that could be used. Ms. Ratner <br />asked him how many beds he could build. He replied that he can build 40 beds with his waiver <br />which allows the place not to be licensed. He states that he has the alternative to provide <br />residential care. Mr. Deutsch said he will do anything possible to work with the residents on <br />getting stop signs in the neighborhood. <br /> <br />Ms. Ratner stated that she was opposed to the parking that backs out onto Barby Lane. <br /> <br />Ms. Kreishman stated that she would prefer to approve only the permit for Phase II. Mr. <br />Deutsch was opposed to that idea stating that it would be impossible to get financing unless the <br />whole plan was approved. Mr. Kendall suggested that the people with problems with the traffic <br />speak to the Traffic Commission of University City. Ms. Ratner stated that she is in favor of <br />approving the whole plan, not just Phase II. <br /> <br />Ms. Ratner moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />1. A detailed landscaping plan shall be submitted and approved by the Planning Director <br />and landscaping shall be installed and maintained in general conformity to the approved <br />plan. <br />2. All driveways and parking areas shall be edged with Portland Cement concrete curbs. <br />3. All exterior mechanical equipment shall be effectively screened. <br />4. Storm water design criteria calculations shall be submitted for review and approval of the <br />City staff and MSD; and a storm water drainage system shall be installed and maintained <br /> <br />m-4-22.plc <br />
