. . PLAN COMMISSION Minutes May 27, 1992 The Plan Commission held its regular meeting in the Council Chambers at City Hall, 6801 Delmar Boulevard, University City, Missouri on May 27, 1992. The meeting commenced at 7:30 p.m. with Chairperson Melissa Kreishman presiding. VOTING MEMBERS PRESENT VOTING MEMBERS ABSENT Melissa Kreishman, Chairperson Arnold J. Kendall Andrea Ratner Carl Safe Stephen P. Marsh, Vice Chairperson Charles Foxworth Darrell Collins Staff present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator APPROVAL OF MINUTES Chairperson Kreishman stated that the Commission would now consider approval of the minutes from the March 25, 1992 meeting. Mr. Safe pointed out that the name "Barry" on page 3 should be changed to "Berry" and that the last sentence of paragraph one on page 5 should state, "... to that of a television tower's emission and would allow transmission." Ms. Ratner stated that in the first paragraph of page 4: the word "relevancy" should be changed to "interpretation," the word "However, should be stricken from the second sentence and the last sentence should read, "The lots that were smaller in size were not close to the property in question." Mr. Safe moved for approval of the April 22, 1992 minutes as amended. The motion was seconded by Mr. Kendall and the motion passed by a vote of 4 - O. REZONING "SR" TO "PR-O" - WEST 50 FEET OF LOT 17 OF BOSCHERT'S ADDITIgN TO CLAYTON. ACCORDING TO PLAT THEREOF RECORDED IN PLAT BOOK 9 PA E 37 OF THE ST. LOUIS COUNTY RECORDER'S OFFICE. COMMONLY KNOWN AS 8637 WEST KINGSBURY Chairperson Kreishman informed those present that the Plan Commission had scheduled the hearing on an application from Charles Deutsch representing the McKnight Place Partnership I, L.P., owner of the lot, for a rezoning of the east 50' of lot 11, all of lots 12 and 13 and the west 40' of West 50 feet of Lot 17 of Boschert's Addition to Clayton, according to plat thereof recorded in Plat Book 9 page 37 of the St. Louis County Recorder's Office, commonly known as 8637 West Kingsbury. The Chairperson outlined the Commission's procedures and criteria for reviewing rezonings and called for testimony from the applicant. Charles Deutsch, One McKnight Place, University City, MO 63124, appeared as representative for the McKnight Place Partnership I, L.P. Mr. Deutsch presented a synopsis of his letter that was mailed in with his application for rezoning outlining the reasons. He presented a map of the scheduled development on the property showing that it would be used for additional parking
