<br />. <br /> <br />. <br /> <br />May 27, 1992 Plan Commission Meeting Minutes Page 2 <br /> <br />to the Gatesworth development and that the plans for the construction will come under the <br />review of the Plan Commission under a Conditional Use Amendment for the original <br />development at the next Plan Commission meeting. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman stated <br />that Mr. Charles Deutsch representing the Gatesworth at One McKnight Place has requested the <br />rezoning of the west 50 feet of Lot 17 in Boschert's Addition to Clayton (which is known and <br />numbered 8637 West Kingsbury) from "SR"-Single Family Residential Zoning to "PR-O"- <br />Planned Residential-Office Zoning. This request is consistent with the plans for zoning for the <br />Gatesworth and completes the acquisition of land and rezoning for that project. He recommends <br />approval. <br /> <br />Ms. Kreishman asked whether the street to the west of the lot was owned by the One McKnight <br />Place Partnership. Mr. Deutsch stated that it was owned by the partnership but that it was <br />granted to the City by easement. Mr. Goldman stated that the street was implemented by the <br />original plans to meet the concerns of neighbors who wanted access. <br /> <br />Ms. Ratner moved that the Plan Commission recommend approval of the rezoning. The motion <br />was seconded by Mr. Safe and passed by a vote of 4 - O. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE AMENDMENT #254A - AUTO WASHING <br />AND DETAILING. 8689 OLIVE (PREMISES OF SHURGARD STORAGE) <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Thomas E. Cigno for Amendment of Conditional Use <br />Permit #254A for 8689 Olive in order to perform auto detailing and washing on the premises <br />of Shurgard Storage. The Chairperson outlined the Commission's procedures and criteria for <br />reviewing conditional use permits and called for testimony from the applicant. <br /> <br />Mr. Thomas E. Cigno stated that he has performed auto detailing personally and professionally <br />since he was 13 years old. He stated that his business cleans cars, their engines and interiors. <br />Most of his business involves classics, show cars and european models. All of the chemicals <br />used in the operation are biodegradable. Mr. Cigno presented safety data sheets on those <br />chemicals to the Commission members. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman stated <br />that Mr. Thomas E. Cigno dba Executive Detailing has submitted an application to amend <br />Conditional Use Permit #254 to permit part of the Shurgard Storage premises at 8689 Olive <br />Boulevard to be used for auto detailing. This application will also affect and amend Site Plan <br />Reviews #1139, 1153 and 1153A. The partial floor plan shows a shaded area dimensioned 50 <br />feet by 23 feet located in the southeast corner of the warehouse building, which I assume is the <br />area of the building proposed for a change of use under this application. He has no objection <br />to using a designated portion of the warehouse for auto washing and detailing provided the <br /> <br />m-5-27.plc <br />
