<br />. <br /> <br />. <br /> <br />May 27, 1992 Plan Commission Meeting Minutes Page 4 <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #305 - CARRY-OUT RESTAURANT. 7001 <br />OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Deborah and John Arnold d.b.a. Arnold's Quick Shop for <br />Conditional Use Permit #305 in order to add carry-out food items to their operation. The <br />Chairperson outlined the Commission's procedures and criteria for reviewing conditional use <br />permits and called for testimony from the applicant. <br /> <br />Ms. Deborah Arnold, 7001 Olive, stated that Arnold's Quick Shop currently sells just groceries, <br />snack food items and a small selection of over the counter drugs. They wish to add soft serve <br />ice cream, hand-packed ice cream, doughnuts, fountain soda and hot dogs; in addition to the <br />packaged items currently being sold cold or heated in a microwave. She stated they will be <br />willing to add landscaping under the approval of the Director of Planning. They will add more <br />trash receptacles if needed. <br /> <br />Mr. Tom Rassieur, owner of the property stated that he will put a planter on the corner of Olive <br />and Pennsylvania with a waste receptacle in it. He stated that the Arnold's are very good <br />tenants and feels that they will be able to have a more substantial business if the use permit is <br />approved. He pointed out that no extra litter would be generated by this use. <br /> <br />Ms. Kreishman asked Ms. Arnold whether they would be adding an extra fixtures. Ms. Arnold <br />stated that everything they need is already in place, they will just need the approval of the use <br />permit to use it. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman stated <br />that Deborah and John H. Arnold, Sr., owners of Arnold's Quick Shop at 7001 Olive Boulevard, <br />have applied for a Conditional Use permit to use the premises as a carry-out restaurant. They <br />have operated a confectionery at this location since April, 1991. The building is slightly larger <br />than 400 square feet in area, requiring three parking spaces to meet minimum Zoning Code <br />parking standards. The site plan shows four parking spaces which indicates that the bulk of the <br />anticipated business is walk-in trade from the park and surrounding neighborhood. The property <br />consists of an obsolete drive-in restaurant building on a site that is too small to support this type <br />of operation under current operating standards. The application includes no plans for planting <br />on the site. The proposed use will not promote the community welfare, has the potential for <br />adversely affecting the value of surrounding residential property and does not conform to the <br />Comprehensive Plan. He recommends denial. If the Commission and Council do approve the <br />use he would like the normal carry-out conditions to apply. <br /> <br />The Chairperson asked for comments from the public. Monica Stewart, 1066 Pennsylvania, <br />stated that the business owners are doing a good job. They open and close early. The added <br />food will not affect the operation.
