<br />. <br /> <br />. <br /> <br />August 26,1992 Plan Commission Meeting Minutes Page 2 <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE AMENDMENT #265A - NURSING HOME <br />EXPANSION. 1301 PARTRIDGE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from University Forest Nursing Care Center represented by <br />Robert Salter for Amendment of Conditional Use Permit #265 for 1301 Partridge in order <br />expand the existing nursing home to include a 20 bed Alzheimer patient wing. The Chairperson <br />outlined the Commission's procedures and criteria for reviewing conditional use permits and <br />called for testimony from the applicant. <br /> <br />Mr. Robert Salter, Director of the University Forest Nursing Care Center stated the current <br />nursing home facility was opened in January of 1990 and has provided elderly services with 100 <br />beds certified for medicaid and 16 beds certified for medicare. The Alzheimer wing will require <br />20 beds and provide a separate area for the special needs of those residents. He stated the <br />existing building is suitable for expansion because it will attach two existing wings to form a <br />court yard area. The expansion will make the facility more cost-effective and will help meet the <br />community's need for Alzheimer patient care. <br /> <br />Chairperson Kreishman asked Mr. Hill to report on the staff review. Mr. Hill stated that Mr. <br />Robert Salter, representing University Forest Nursing Care Center, Inc., has submitted an <br />application for amending Conditional Use No. 265 in order to expand the existing nursing home <br />by adding a 20 bed wing at the west end of the existing building. The proposal relocates the <br />existing 20 car employee parking lot 28 feet west of its present location. The new wing is to <br />connect the two western-most wings, forming an enclosed triangular shaped court yard. The <br />Planning Staff recommends approval of the application, subject to all of the conditions of the <br />original use permit. <br /> <br />Ms. Kreishman asked if the members of the Plan Commission had questions for either the staff <br />or the applicant. Mr. Kendall asked whether the applicant had met all conditions of the original <br />permit. Mr. Hill stated that to his knowledge all conditions had been met. <br /> <br />The Chairperson asked for comments from the public. Al Stone, 1282 George, stated he was <br />opposed to the facility when originally proposed under the first Conditional Use Permit. <br />However, he has since become impressed with the operation and, as representative of the <br />Partridge Heights Neighborhood Association, endorses the expansion. Wilma Kennell, 1332 <br />Purdue, stated that several of the landscaping plans under the first Conditional Use Permit were <br />not finalized. White pines should have been planted on the incline toward residential properties <br />to screen lights from the neighbors. She wants strict adherence to landscaping provisions under <br />the new permit. She further stated that security lights with sensors should be installed. Since <br />the current security lights are constantly lit, they bother the neighbors, waste energy and <br />contribute to global warming. Alex Feldman, 1233 Backer, stated he was concerned with the <br />additional need for parking at the facility. Mr. Salter replied that the appropriate number of <br />spaces will be provided.
