Mr. Salter <br />addressed all questions. O. C. Carnes, 1235 Partridge, stated that he is the Vice Chairman for <br />the Partridge Heights Neighborhood Association and that he endorses the expansion. Marian <br />Sharpe, 7131 Willow Tree, stated that as block representative, she is concerned about the <br />possibility of the unused lower level grounds being sold as collateral. Mr. Salter stated that the <br />indentures allow the lower level grounds to be used as collateral but did not anticipate that <br />happening. Ms. Sharpe further stated that the City should increase services to the surrounding <br />area because there now is more litter, traffic, people, noise, pedestrian traffic, sewer problems <br />and need for street cleaning since the facility has opened. William Walters, 1228 Backer, stated <br />that there has been increased traffic and driveway damage to homes on Backer since the facility <br />opened; trucks will turn down the wrong street (Backer) and have to turn around in driveways <br />because Backer is a dead-end. He suggested that the City make it a condition that the facility's <br />lower-level ground facing Backer be turned into a turn-about for turn-around traffic. Edna <br />Stone, 1282 George, stated that the lower-level on the east side is in a flood plain and the area <br />has been covered with mud. Victor Pichon, 1316 Purdue, asked Mr. Salter whether the <br />expansion would involve bringing more dirt toward the lower-level. Mr. Salter stated that the <br />expansion would not involve any change to the lower-level. Mr. Pichon emphasized the need <br />for more landscaping. Freddie Chamber, 7138 Willow Tree, stated that the previous <br />construction had caused cracks in many nearby homeowners' patios. Mr. Salter replied that the <br />patio problems had been caused by demolition of the old building, not the new construction; the <br />expansion would not involve any demolition. <br /> <br />No more comments were made by members of the public and the public hearing portion of the <br />proceedings was closed. <br /> <br />Mr. Marsh asked the applicant if he had problems with conditions of the original permit being <br />reapplied. Mr. Salter stated that he did not. Ms. Ratner asked whether there had been any <br />problems with run-off in the flood plain area. Mr. Salter replied that the expansion would not <br />change the flood plain area at all. Mr. Safe stated that he felt condition 8 should include <br />provisions specifically addressing the issue of glare onto residential property. <br /> <br />Mr. Kendall moved that the Plan Commission recommend approval of the Conditional Use <br />Permit Amendment subject to the following conditions: <br /> <br />1. Transitional yards shall be provided along the north and south property lines from <br />Partridge to a point 500 feet west of Partridge. Chain link fencing shall be maintained <br />around the north, west and south property lines. <br />2. At least 20 parking spaces shall be maintained in the parking areas east of the building. <br />3. Driveways and loading areas shall be provided to directly serve the north and south <br />wings, with refuse boxes located outdoors on concrete pads in such service areas and <br />screened from public view. <br />4. Meyer and Watts Avenues shall remain closed off from the site by chain link gates <br />arranged to permit Fire Department emergency access to paved driveways on the site. <br /> <br />m-8-26.plc <br />
