<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />September 23, 1992 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on September 23, 1992. The <br />meeting commenced at 7:30 p.m. with Chairperson Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen P. Kahn <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff present: Frank B. Hill, Zoning Administrator <br /> <br />APPROVAL OF MINUTES <br /> <br />Chairperson Kreishman stated that the Commission would now consider approval of the minutes <br />from the August 26, 1992 meeting. Ms. Schuman stated that she would prefer to have specific <br />information concerning the public hearing for conditional use permit #307, giving the reasoning <br />behind the removal of the condition that would have required Historic Preservation approval <br />prior to exterior construction. Mr. Safe moved for approval of the August 26, 1992 minutes as <br />amended. The motion was seconded by Mr. Foxworth and the motion passed by a vote of 6 - <br />O. <br /> <br />EXPLANATION OF CONDITIONAL USE PERMIT REVIEW CONSIDERATIONS <br /> <br />The Chairperson outlined the Commission's procedures and criteria for reviewing conditional <br />use permits. She specifically stated that the Plan Commission considers whether the use: a) <br />complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />
