<br />. <br /> <br />. <br /> <br />September 23,1992 Plan Commission Meeting Minutes Page 2 <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE PERMIT #309 - CARRY-OUT <br />RESTAURANT. 7811 OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Hau Chiusheryl and Steve Chu for Conditional Use Permit <br />#309 for 7811 Olive in order to permit a carry-out restaurant. The Chairperson outlined the <br />Commission's procedures and criteria for reviewing conditional use permits and called for <br />testimony from the applicant. <br /> <br />The applicant, Mr. Steve Chu appeared and was represented by Ken Yeung, 820 Heberton, St. <br />Louis, MO 63141. Mr. Yeung stated that the business would be strictly carry-out, serving <br />standard chinese menu items. The hours would be from 11 a.m. to 10 p.m., Monday through <br />Saturday, and closed Sunday. <br /> <br />Chairperson Kreishman asked Mr. Hill to report on the staff review. Mr. Hill stated that the <br />Chus submitted an application for Conditional Use No. 309 in order to allow a carry-out <br />restaurant. The site is appropriate for the proposed use. The parking is as good as can be found <br />for the older existing buildings on Olive Boulevard. The application will satisfactorily address <br />all of the approval criteria, if the standard conditions of use are made part of the conditional use <br />permit. The Planning Staff recommends approval subject to the following conditions: 1) Signs <br />must conform in all respects with the provisions of the University City Sign Code. 2) The <br />operator of the restaurant shall regularly police the site and the area adjacent to the restaurant <br />to remove litter and debris. 3) Trash containers for patron use shall be available on the premises <br />at all times. 4) Adequate refuse disposal shall be provided by and for the business. 5) An <br />exhaust system shall be installed and/or other means shall be taken to prevent any food <br />preparation odors or cooking odors from being perceptible beyond the lot lines of the property <br />on which the restaurant is located. 6) The containers for refuse shall be located behind the <br />building on the premises but need not be otherwise screened. 7) Exterior parking lot lighting <br />shall be shaded wherever necessary to avoid casting direct light upon any residential property. <br /> <br />Ms. Kreishman asked if the members of the Plan Commission had questions for either the staff <br />or the applicant. Ms. Ratner asked if the applicant would object to a condition limiting the <br />hours of operation from 8 a.m. to 11 p.m. The applicant stated that he would agree to that. <br />Mr. Kendall asked what other uses were in the complex. Commission members and the staff <br />stated that University City Chiropractic Centre occupies 7801, The Martin Garage Door <br />Company occupies 7805 and Big Dollar Savers, a retail store occupies 7807. Mr. Foxworth <br />asked what type of air ventilation system would be installed. The applicant did not have that <br />information at this time. <br /> <br />m-9-23.plc <br />
