. .

.

.

October 28,1992 Plan Commission Meeting Minutes Page 4

he agrees with Mr. Marsh and called for the Commission to move ahead with the vote.

Mr. Marsh moved that the Plan Commission recommend denial of Mr. Grady's amendment to
Conditional Use Permit #294(A). The motion was seconded by Mr. Safe and passed by a vote
of 6 - 1.

PROPOSED TEXT AMENDMENTS OF ZONING CODE ~34-90: "MAJOR RECREATIONAL
VEHICLE" AND "PRIVATE PASSENGER VEHICLE" IN REFERENCE TO OFF-STREET
PARKING FOR PICKUP TRUCKS

Mr. Goldman explained that this was a continuation of last month's discussion on whether or
not visible off-street parking of pickup trucks should be permitted in residential districts under
the zoning code. Mr. Goldman, Ms. Ratner and Ms. Kreishman presented alternative proposals
for discussion, each proposing changes to the definitions of "Major Recreational Vehicle" and
"Private Passenger Vehicle." It was discussed that if changes to the definitions were to be
made, they should be enforceable and therefore deal with criteria that can be measured or seen
by an inspector. An effort was made to deal with truck bed storage by requiring the truck and
it's storage be screened in that situation. Further, it was specified that side boards should be
prohibited, but pre-manufactured shells be permitted. After all discussion, the latest version of
the proposal was as follows:

Definitions:
Private Passenger Vehicle:
1. Any motor vehicle, other than a commercial vehicle, which does not exceed
six and one-half (6-1/2) feet in height and is licensed as a passenger automobile
or motorcycle; or
2. A van or pickup truck, including a pickup truck with manufactured accessories
for cargo compartment enclosure, other than a commercial vehicle, which does
not exceed six and one-half (6 1/2) feet in height or eighteen (18) feet in length,
has no more than four wheels, and has a gross vehicle weight rating of 6,000
pounds or less as classified by its manufacturer. Any pickup truck that has been
modified by the addition of side boards shall not be classified as a private
passenger vehicle.

Major Recreational Equipment:
1. Any motor vehicle which is not a commercial motor vehicle or a private
passenger vehicle as herein defined; or
2. Any equipment used, or designed to be used, for camping, travel, recreation
or hauling purposes, including but not limited to a camping trailer, travel trailer,
tent trailer, boat trailer, boat, camper body for mounting on a truck, or a
container or trailer for storing or transporting camping, travel or recreational
equipment, whether occupied by such equipment or not.

m-10-28.plc
