.

.

October 28, 1992 Plan Commission Meeting Minutes Page 5

Proposed addition to Section 34-52.4:
(b) Outdoor parking or storage of pickup trucks on any part of any residential lot
when partially or fully loaded with items of any nature; unless such truck and its
contents are screened from view at normal eye level from any street or adjoining
lot.

Ms. Ratner stated that ordinances that "include" certain categories put the burden of proof on
the City, whereas ordinances that "exclude" certain categories put the burden of proof on the
offender. She therefore felt that she would like to re-work the definitions from that standpoint.
It was decided that the Plan Commission would table this agenda item until the November
meeting.

GENERAL REVISIONS TO THE ZONING CODE AND SUBDIVISIONS REGULATIONS

Ms. Kreishman stated that the Commission would consider the submitted proposals from firms
offering professional services for revision of the Zoning Code that was tabled at the last month's
meeting. Mr. Hill presented a letter from resident, Ariel T. Walters, which contained a
suggested amendment to the Code. Mr. Goldman gave a brief analysis of the four responses to
the City's request for proposals.

Michael P. Weber, one of the applicants who was present in the audience responded to questions
from the Commission.

The commission instructed Mr. Hill to obtain references from each of the applicants' previous
city clients, concentrating on fully-developed cities. Mr. Hill was further instructed to obtain
a fee estimate from Booker Associates. Development Strategies should provide a specific
proposal for their legal consultant.

Mr. Foxworth moved that the Plan Commission table this agenda item until the November
meeting. The motion was seconded by Mr. Kahn and passed by a vote of 7 - O.

OTHER BUSINESS

Mr. Hill stated that last year, the November meeting had been moved from the Wednesday prior
to Thanksgiving to the Tuesday prior. He therefore asked whether the Commission wished to
change the November meeting from Wednesday, November 25, 1992 to Tuesday, November 24,
1992. It was decided that the meeting shall be so changed.

ADJOURNMENT

Ms. Kreishman moved that the meeting be adjourned. The motion was seconded by Mr. Marsh
and carried by a vote of 7 - O. The meeting was adjourned at 10:00 p.m.

m-10-28.plc
