<br />~ . <br /> <br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />July 28, 1993 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on July 28, 1993. The meeting <br />commenced at 7:35 p.m. with Chairperson Marsh presiding. <br /> <br />Voting Members Present <br />Stephen P. Marsh, Chairperson <br />Andrea Ratner, Vice Chairperson <br />Melissa Kreishman <br />Charles Foxworth <br />Thomas E. Kahn <br /> <br />Voting Members Absent <br />Carl Safe <br />Mickey Peniston <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff Present: Al Goldman, Director of Planning and Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Marsh stated that the Commission would now consider approval of the minutes from <br />the June 17,1993 and June 23, 1993 meetings. Mr. Kahn stated that the words "and that the <br />designation is compatible with the Comprehensive Plan" should be deleted, and that the words <br />"in this special circumstance" should be added to paragraph 2 of page 4 of the June 17, 1993 <br />minutes. Mr. Marsh stated that the name "Chairperson Marsh" should be changed to "Vice <br />Chairperson Ratner" in the bottom paragraph of page 1 of the June 17, 1993 minutes. Ms <br />Ratner moved for approval of the June 17, 1993 and June 23, 1993 minutes as amended. The <br />motion was seconded by Mr. Kahn and passed by a vote of 5 - O. <br /> <br />Proposed Text Amendments to ~~ 34-34.4, 34-35.4 and 34-40.3, "Access Road Serving <br />Commercial Development" as a conditional use in the PRO-O, GC and PA districts. <br /> <br />The Commission discussed a proposal initiated by Schnuck Markets, Inc. that proposes to add <br />"Access Road serving commercial development in or out of such district" as a conditional use <br />to the "PR-O" - Planned Residential - Office District, "GC" - General Commercial District and <br />"P A" - Public Activity District. A draft of the proposed text was submitted by Shulamith <br />Simon, acting as council to the City. <br /> <br />Mr. Goldman stated that the proposal stems from Schnuck Markets, Inc.'s use of strip of land <br />as access to the Ladue Crossing Schnucks Store. The strip of land is located west of Delcrest <br />Plaza and east of the northbound Delmar exit off of 1-170. Mr. Goldman stated that the <br />application has occurred because the principal use of an "access road" is not a permitted use in <br />any of the districts through which the access road runs.
