<br />. <br /> <br />. <br /> <br />August 25, 1993 Plan Commission Meeting Minutes Page 7 <br /> <br />Mr. Marsh asked Mr. Bunte if cars needed 6 seconds to exit the entrance, what is the average <br />time trucks need? Mr. Bunte stated that delivery trucks need only 6 seconds and semi-trailers <br />need between 8 and 10. <br /> <br />Mr. Kahn moved that the Plan Commission table the application until the City Engineer has had <br />a chance to review the traffic study and that a special meeting be scheduled to consider the issue <br />on September 8, 1993 at 7:30 p.m. The motion was seconded by Mr. Foxworth and passed by <br />a vote of 7 - O. <br /> <br />Continuation of Proposed Text Amendments to ~~ 34-34.4, 34-35.4 and 34-40.3, "Access <br />Road Serving Commercial Development" as a conditional use in the PR-O, GC and PA <br />districts. <br /> <br />The Commission previously discussed at the July 28, 1993 meeting a proposal initiated by <br />Schnuck Markets, Inc. that proposes to add "Access Road serving commercial development in <br />or out of such district" as a conditional use to the "PR-O" - Planned Residential - Office <br />District, "GC" - General Commercial District and "PA" - Public Activity District. A draft of <br />the proposed text was submitted by Shulamith Simon, acting as council to the City. <br /> <br />Ms. Ratner restated that she would rather see the whole parcel of land rezoned to "GC" - <br />General Commercial and add the conditional use only to that district. She feels that this type <br />of use should only be permitted in a commercial district and foresees potential problems with <br />allowing the use in the "PA" and "PR-O" districts. She feels that the Plan Commission is acting <br />hastily in order to not delay the process. <br /> <br />Mr. Marsh asked Gordon Lyons, Vice President of Schnucks Supermarket Development, what <br />his opinion on that issue is. Mr. Lyons stated that Schnucks had no preference. <br /> <br />Ms. Schuman stated that she previously shared the same concern about adding the conditional <br />use to the "PA" and "PR-O" Districts. After careful consideration she no longer shares the <br />concern. Each application for this same use will have to be considered on its own merits. <br /> <br />Mr. Goldman stated that the rezoning of the property will involve two separate steps. There will <br />also need to be a legal description of the property drawn up if that route is taken. <br /> <br />Mr. Safe agreed with Ms. Schuman that he does not share the concern over the matter and feels <br />confident that any future proposals for the same use in those districts will be weighed on their <br />own merits. <br /> <br />m-B-25.plc <br />
