<br />~ . <br /> <br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />September 22, 1993 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on September 22, 1993. The <br />meeting commenced at 7:35 p.m. with Chairperson Marsh presiding. <br /> <br />Voting Members Present <br />Stephen P. Marsh, Chairperson <br />Andrea Ratner, Vice Chairperson <br />Melissa Kreishman <br />Carl Safe <br />Thomas E. Kahn <br />Mickey Peniston <br /> <br />Voting Members Absent <br />Charles Foxworth <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff Present: Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Marsh stated that the Commission would now consider approval of the minutes from <br />the August 25, 1993 meeting. Ms. Schuman stated the address for Beverly Wolff on page 6 <br />should be changed to 700 Oakbrook. Ms. Kreishman stated that the zip code in the first <br />paragraph of page 2 should be changed to 63105. Mr. Safe moved for approval of the August <br />25, 1993 minutes as amended. The motion was seconded by Mr. Kahn and passed by a vote <br />of 6 - O. <br /> <br />Continuation of Hearing for Application for Conditional Use Permit #312 - Access road <br />serving commercial development <br /> <br />Chairperson Marsh informed those present that the Plan Commission had scheduled a <br />continuation of the hearing on an application from Schnuck Markets, Inc. represented by Gordon <br />Lyons, Vice President of Supermarket Development for a Conditional Use Permit to permit an <br />access road from approximately 8550 Delmar, serving a commercial development to the south <br />of University City. The Chairperson outlined the Commission's procedures and criteria for <br />reviewing conditional use permits. He specifically stated that the Plan Commission considers <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall <br />neighborhood development plan and existing zoning district provisions; and e) will provide, if <br />applicable, off-street parking and loading areas in accordance with the standards contained in the <br />Zoning Code. The Chairperson called upon the applicant. <br />
