<br />\ < <br /> <br />. <br /> <br />. <br /> <br />September 22, 1993 Plan Commission Meeting Minutes Page 2 <br /> <br />Mr. Gordon Lyons of 11420 Lackland, St. Louis, MO 63146, explained his application for an <br />access road to the Ladue Crossing Schnucks. He reviewed three site plans showing proposal <br />for: the access road and the entrance at Delmar, the pedestrian walkway and landscaping. In <br />response to comments made by Al Goldman in a memo dated September 15, 1993 he stated the <br />reason asphalt was proposed for the pedestrian walkway is because it is more cost effective, it <br />will blend better with the surrounding landscaping and the number of pedestrians that will use <br />the walk does not warrant concrete. The reason the pedestrian walkway should not be entirely <br />on the east side of the road is because that would cause damage to several pine trees growing <br />there. He does not feel that there is a safety problem with the pedestrian walkway crossing the <br />road because there is high visibility and a 20 m.p.h. speed limit. <br /> <br />Chairperson Marsh asked Mr. Hill to review the Staff Report. Mr. Hill read Mr. Goldman's <br />memo dated September 15, 1993 which is a part of the file and becomes part of this record by <br />reference. <br /> <br />Mr. Marsh asked if any members of the public wished to comment on the application. <br /> <br />Juliette Rosenblatt, 887 Alanson, stated that the access road is too close to the off-ramp from <br />1-170 and creates a terrible possibility for accidents. She and her husband were nearly rear <br />ended because somebody pulled out in front of them turning left onto Delmar from the access <br />road. <br /> <br />Bonnie Rosen, Delcrest Condominiums, stated she hopes there will be an access to the <br />pedestrian walkway from the Delcrest Court. <br /> <br />Beverly Wolff, 700 Oakbrook, stated that she feels the road should be widened, speed bumps <br />should be installed because people do not follow the posted 20 m.p.h. speed limit, curbs should <br />be installed on the road, the road should be lighted along its whole length, and the pedestrian <br />walkway should be along the east side only. <br /> <br />Carol Rossel, 7407 Teasdale, stated that she feels Schnucks had no concern for University City <br />when they put the center in and they are now only trying to salvage themselves from scorn <br />because of the public outcry against Schnuck's actions. She feels that the intersection is <br />dangerous and there should only be right turns onto Delmar. <br /> <br />Mr. Marsh asked for comments by the Plan Commission members. <br /> <br />Ms. Ratner stated the only way for the 20 m.p.h. speed limit to be enforced would be for the <br />City to do so which would cost the taxpayers more money. The proposed walkway never <br />returns to the west side of the road where the entrance to the store is, but opens into the parking <br />lot. She inquired about the future status of the access road if the Citizens for Modem Transit <br />decide to build Metro-Link tracks on the easement. Mr. Lyons stated that would have to be <br />reviewed when and if it occurs. <br /> <br />m-9-22.plc <br />
