' <br /> <br />. <br /> <br />. <br /> <br />September 22,1993 Plan Commission Meeting Minutes Page 3 <br /> <br />Ms. Peniston asked if there would be more landscaping than is shown on the site plan. Mr. <br />Lyons stated that they felt it was not needed because they would maintain the existing vegetation <br />along the road. Ms. Peniston replied that more trees are needed. <br /> <br />Mr. Safe stated that he felt the submitted plans were a modest response to the comments made <br />by citizens and the Commission at the last meeting. He feels that since Schnucks is attempting <br />to make a "back door" to the store to enter into University City, it should be a nice back door. <br />He stated the pedestrian walkway should be concrete and perhaps some should benches be <br />installed. The road should be widened and lighting should be clarified. <br /> <br />Ms. Kreishman stated that she agreed with Mr. Safe's comments and emphasized that the <br />roadway should definitely be widened because she has been forced off the side of the road by <br />oncoming traffic. She further stated that the walkway should be continuous on the east side. <br /> <br />Mr. Kahn stated that the road should be widened. He questioned whether speed bumps might <br />hinder emergency vehicle egress. He stated that although he is not an expert in traffic studies, <br />his observation of the road showed much more volume than that stated in the traffic study <br />submitted by Schnucks. <br /> <br />Mr. Marsh asked if it would be possible to limit trucks to non-peak hours. Mr. Lyons replied <br />that it would be possible to do so during the evening rush hour but would be much more difficult <br />during the morning rush hour. <br /> <br />After discussing several options concerning procedural issues, the members decided that they <br />did not feel comfortable denying or approving the application without more information. Since <br />the deadline to submit the written recommendation on the application expires on October 4, 1993 <br />it was suggested that Plan Commission hold a special meeting on that date to allow time for <br />more information to be submitted by the City and/or the applicant. <br /> <br />Mr. Safe moved that the Plan Commission table the application until a special meeting scheduled <br />for October 4, 1993 at 7:30 p.m. The motion was seconded by Mr. Kahn and passed by a vote <br />of 6 - O. <br /> <br />Continuation of Proposed Text Amendments to fi34-90, Definition of "Family". <br /> <br />The Commission discussed a proposal initiated by Robert Lawless, as a member of Oxford <br />House-Amherst, represented by Ann B. Lever of Legal Services of Eastern Missouri, that <br />proposes to add the following to the definition of "Family" under ~34-90 of the University City <br />Zoning Code: <br /> <br />m-9-22.plc <br />
