<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />November 17, 1993 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on November 17, 1993. The <br />meeting commenced at 7:35 p.m. with Vice Chairperson Ratner presiding. <br /> <br />Voting Members Present <br />Andrea Ratner, Vice Chairperson <br />Melissa Kreishman <br />Charles Foxworth <br />Thomas E. Kahn <br />Carl Safe <br /> <br />Voting Members Absent <br />Stephen P. Marsh <br />Mickey Peniston <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff Present: Al Goldman, Director of Planning <br /> <br />Approval of Minutes <br /> <br />Vice Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the October 27, 1993 meeting. Ms. Ratner asked that the portion of the minutes dealing <br />with the Zoning Code Update be corrected by deleting the statements in brackets that follow <br />items 2,3 and 19; and by deleting the definition under Item 4. Ms. Kreishman moved for <br />approval of the October 27, 1993 minutes as amended. The motion was seconded by Mr. Kahn <br />and passed by a vote of 5 - O. <br /> <br />Public Hearing: Conditional Use Permit #313 for Pharmacy Drive-through facility at Loop <br />North and Kingsland <br /> <br />Vice Chairperson Ratner announced that a public hearing was scheduled to hear an application <br />from the Sansone Group for a Conditional Use Permit for a drive-through facility in connection <br />with a store proposed on the southeast corner of Loop North and Kingsland. <br /> <br />The Vice Chairperson noted that the drive-through activity was the subject of the hearing and <br />outlined the Commission's procedures and criteria for reviewing conditional use permits. She <br />specifically stated that the Plan Commission must consider whether the use: a) complies with <br />
