Webb, President of FTS Delivery, Inc., stated that he will be using <br />the site mostly for an office / dispatching use. There will be some servicing of the vehicles on <br />the site but only for the vehicles used in the delivery business. He stated there will be no <br />distribution. There will be 12 to 15 people who will work from the site, five of which will be <br />dispatchers. The majority of the vehicles stored on the site will be pickup trucks and vans. <br />There will be a 24' box truck but no common carriers. Mr. Webb submitted letters of support <br />from: Beatrice Koste, 7421 Olive; Brian Grant, Shop Manager of Long John Silver's, 7380 <br />Olive; and Mary Larry, Manager and Benton Waddell, owner, Waddell's Cleaners, 1220 North <br />and South. Mr. Webb stated that no customers will be coming to the site. He stated that there <br />are only two houses on the block beside the car wash and therefore this area is essentially a <br />commercial block as is. He plans to put up an office building in the near future. He will use <br />the existing structure as an office and dispatch area. The driveway will be used for employee <br />parking and the rear yard for work vehicle parking. He wishes to keep the two oak trees. He <br />will build a fence along the back of the lot for a transition to the residential properties. He <br />wished to make it very clear that he will work with the City in any way possible. <br /> <br />The Chairperson called on Planning Director, Al Goldman to provide the staff report. Mr. <br />Goldman stated that the rezoning application is connected directly with an application for a <br />conditional use permit which the public hearing will directly following this rezoning application. <br />The 1975 Commercial Development Program prepared by Team Four, Inc. states on page 57: <br />"Much of the north side of Olive in these two districts [designated as Districts 6 & 7 in the <br />study] is residential in use. Due to the sound condition and quality of the residences, they <br />should be supported through present city housing programs to insure their long term residential <br />viability. This would likewise preclude their conversion to more non-residential uses on <br />inadequate, shallow lots." The 1986 Comprehensive Plan does not call for redevelopment in the <br />area. The general goal for the commercial areas calls for their maintenance and improvement <br />only. The goals for development recognizes the scarcity of land for development and for <br />redevelopment by setting the following as its goals for growth management on page 32: 1. The <br />management of physical development in a manner that produces high-quality, long-lasting <br />development, that projects a positive community image, increases the value of surrounding <br />property, adds to the public convenience, enlarges opportunities for pursuing an urban life-style, <br />and enhances community resources. 2. The management of physical development in a manner <br />that protects the essentially residential nature of the community, recognizes the importance of <br />designated landmarks and historic areas, minimizes the consumption of energy from non- <br />renewable sources, and reduces the potential for damage resulting from flash floods, earthquakes <br />and other natural disasters. The 1989 Olive Boulevard Commercial District Plan prepared by <br />Harlan Bartholomew & Associates does not address the residential districts on Olive Boulevard <br />except to call for the redevelopment of residential land in order to create greater lot depth for <br />the existing commercially zoned land on page 28. A request for rezoning was reviewed by the <br />plan commission on March 22, 1989 and was recommended for denial, with a suggestion that <br />it be resubmitted along with a specific development proposal. The matter was not pursued by <br />the applicant. The plan indicates that the existing house and its driveway and carport will <br /> <br />m-1-26.plc <br />
