<br />. <br /> <br />. <br /> <br />1-26-94 Plan Commission Meeting Minutes <br /> <br />Page 4 <br /> <br />Stan Chambers, 7410 Wellington, expressed a concern that even though Mr. Webb's use sounds <br />agreeable, if Webb moves from the property and it is zoned commercial, a "bad" company could <br />move in that would be detrimental to the area. Mr. Webb responded that he does not plan to <br />move and that he even plans to expand the operation. <br /> <br />Mr. Marsh asked for a show of hands from the public, indicating whether they are in support <br />of or against the proposal. Five citizens indicated support; one citizen indicated he was against <br />the proposal. <br /> <br />Peggy Reinert, 7566 Melrose stated that she would prefer this type of use to boarded up houses. <br /> <br />Mr. Webb stated that he is community oriented and has been the City Attorney for Hanley Hills <br />for many years. <br /> <br />Mr. Safe stated that he was in favor of the rezoning but has reservations against the conditional <br />use permit to be considered next. Mr. Kahn and Ms. Kreishman stated they are in favor of the <br />rezoning. <br /> <br />Mr. Foxworth stated that he was concerned with the residential uses to the east. <br /> <br />Mr. Marsh stated that he is against the rezoning because Olive is already over commercialized. <br />He feels that the property could be redeveloped in a better way. <br /> <br />Ms. Kreishman moved that the property located at 7429 Olive, and identified in St. Louis <br />County Records by Locator Number 17J410437, also known as Lots 18 and 19 in Block 12 of <br />W. L. Musick Subdivision, be rezoned from "MR" - Medium Density Residential District to <br />"GC" General Commercial District. The motion was seconded by Mr. Kahn and passed by a <br />vote of 3 - 2, with Ms. Kreishman, Mr. Kahn and Mr. Safe voting "aye," and Mr. Foxworth <br />and Mr. Marsh voting "nay." <br /> <br />Public Hearing: Conditional Use Permit #314 for a delivery service office, dispatching, <br />distribution, warehousing and vehicle repair at 7426 Olive <br /> <br />Mr. Marsh announced that a public hearing was scheduled to hear an application from Gordon <br />F. Webb, for a Conditional Use Permit for a delivery service office, dispatching, distribution, <br />warehousing and vehicle repair at 7426 Olive. Mr. Marsh emphasized that this conditional use <br />application is directly related to the rezoning application just heard. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits. He specifically stated that the Plan Commission must consider whether the use: a) <br />complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br /> <br />m-1-26.plc <br />
