. '

.

.

1-26-94 Plan Commission Meeting Minutes Page 9

parent with several children. It also will allow a family to have two boarders or servants.

Michael Sherberg, 7860 Drexel, representative of PREP (Privacy Rights Education Project)
stated that he is encouraged by the latest proposal for the change in the family definition.
However, he feels that it does not go far enough because it still discriminates against people who
bring children to same sex marriages. In an opposite sex marriage, Persons A and B could each
bring as many of their children as they wished into the marriage house as long as the occupancy
load of the house was sufficient for that number. However, in a same sex marriage if Person
A has one or more children, Person B may only bring one child into the marriage house even
if the occupancy load of the house will permit it. He suggested that the occupancy load of the
house should determine the number of occupants of the house, not the "legal" marital status.

Mr. Goldman replied that his main concern is with doubling up of the families which leads to
overcrowding and overuse of neighborhoods. This proposal goes as far as possible to
accommodate alternative living situations while still protecting against doubling up of families.

The Commission decided to table the discussion on this matter until the next regularly scheduled
meeting.

Election of Officers

Acting Chairperson Kreishman informed those present that the Plan Commission would elect
new officers as required under the Plan Commission By-Laws. Mr. Kahn nominated Mr. Marsh
for the office of Chairperson. The nomination was seconded by Mr. Foxworth and Mr. Marsh
was elected to the Chairperson office by a vote of 4 - O. Mr. Kahn nominated Ms. Ratner for
the office of Vice-Chairperson. The nomination was seconded by Mr. Safe and Ms. Ratner was
elected to the Vice-Chairperson office by a vote of 4 - O.

Other Business

It was announced that this would be Ms. Kreishman's last meeting with the Plan Commission.
The members thanked her for her outstanding service to the Commission. Ms. Kreishman's
position will be filled by Mr. A. John Solodar.

Adjournment

Mr. Foxworth moved that the meeting be adjourned. The motion was seconded by Mr. Kahn
and carried by a vote of 4 - O. The meeting was adjourned at 8:00 p.m.

m-1-26.plc
