<br />. <br /> <br />. <br /> <br />. <br /> <br />2-23-94 Plan Commission Meeting Minutes Page 4 <br /> <br />Ms. Ratner announced that a public hearing was scheduled for an application from U-Haul Real <br />Estate Company, represented by Ron Kadane of Clayton Engineering Company for an <br />amendment to the previously approved Conditional Use Permit to allow the construction of a <br />15,000 square foot public storage building at 7270 Olive. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional <br />use permits. She specifically stated that the Plan Commission must consider whether the use: <br />a) complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />The Vice Chairperson called upon the applicant. <br /> <br />Mr. Ron Kadane of Clayton Engineering stated that he represents George Henry of the U-Haul <br />Real Estate Company who wishes to construct a 15,000 square foot public storage building on <br />the property at 7270 Olive. Mr. Kadane gave an overview of the proposal. He further stated <br />that they have a letter of no influence concerning the flood way and that Tim Moffitt, Assistant <br />City Engineer, has stated that it is feasible that the building can be constructed in compliance <br />regarding floodplain issues. He stated that the use is compatible with the uses in the surrounding <br />area and will generate more sales tax for the City. <br /> <br />Ms. Peniston asked about the proposed landscaping. Mr. Kadane stated that U-Haul is agreeable <br />to put plantings along the east side and is willing to comply with requests of the City. <br /> <br />The Vice Chairperson called on Planning Director, Al Goldman to provide the staff report. Mr. <br />Goldman stated that virtually the entire site is in the flood way . Despite the letter indicating the <br />apparent feasibility of building in the floodway, He does not see how building this large a <br />structure in the floodway contributes to the welfare of the community nor can he understand how <br />an obstruction of this size in the floodway can avoid causing injury to upstream property. The <br />application indicates that the applicant desires to amend its Conditional Use Permit in order to <br />expand its existing facility by adding a 15,000 square foot building for public storage. The <br />application provides no information regarding the parking and out-door display areas for the <br />existing facility. No transitional yard is provided on the south where the property abuts <br />residential development. This is particularly critical because the floor level is raised as much <br />as six feet above the existing grade with an exposed retaining wall facing the residential units. <br />The proposed self storage building consists primarily of small storage spaces accessible from <br />interior corridors, which requires a sophisticated security system to operate properly. No <br />information has been provided on security arrangements. Unless adequate security is provided <br />the facility will adversely affect police resources and city costs. A number of other deficiencies <br />are: No space has been provided for landscaping along the perimeter of the parking lot.
