<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />May 25, 1994 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on May 25, 1994. The meeting <br />commenced at 7:30 p.m. with Vice Chairperson Ratner presiding. <br /> <br />Voting Members Present <br />Andrea Ratner, Vice Chairperson <br />Carl Safe <br />Thomas E. Kahn <br />Mickey Peniston <br /> <br />Voting Members Absent <br />Stephen P. Marsh, Chairperson <br />Charles Foxworth <br />A. John Solodar <br /> <br />Council Member Present: Mary Schuman, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Vice Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the April 27, 1994 meeting. Ms. Ratner stated that the following paragraph should be <br />added to page 3 of the minutes: <br /> <br />Ms. Schuman asked why this zoning would be good for this property, particularly <br />in light of the recent decision to rezone the lot across the street to "GC" - General <br />Commercial. Ms. Ratner stated that there were three reasons she felt this <br />rezoning was appropriate for the lot at 7400 Olive. First, the lot is deep with the <br />rear portion being surrounded by residential property. It is more important to <br />preserve the residential area than to increase the "GC" - General Commercial <br />along Olive. "GC" does not have to be preserved. Second, the current status of <br />the property is a dual zoning. She is uncomfortable with that situation and feels <br />that if the city was legally challenged for having two zoning districts on one lot, <br />it may result in the whole lot being zoned "GC." Finally, the presence of the <br />cemetery has made the lot difficult to develop for anything and the proposed <br />zoning change is necessary to accommodate proposed development of this site. <br />There has been enough abandoned property on Olive not to miss the opportunity <br />here if a viable site plan is presented. <br /> <br />She further stated that the meeting date, headers and footers should be changed to 4/27/94 and <br />that the "H" in the word "he" should be changed to lower case in several places when not at the <br />beginning of a sentence. Mr. Safe moved for approval of the April 27, 1994 minutes as <br />amended. The motion was seconded by Mr. Kahn and passed by a vote of 4 - 0; all members <br />voted "aye." <br />
