Backing <br />into the street is dangerous. She suggested diagonal parking as an alternative compromise. <br /> <br />Mr. Safe stated he is concerned about trading public for private parking spaces. <br /> <br />Mr. Kahn stated that diagonal parking would be a good alternative. <br /> <br />Mr. Deutsch stated that he prefers perpendicular but would agree to diagonal parking. <br />However, that would require going through the nursing home to turn around because there is <br />no exiting in that direction. <br /> <br />Mr. Solodar stated that if safety is an issue, perhaps the traffic commission should ban parking <br />on that street altogether. <br /> <br />Ms. Ratner suggested that the Director of Public Works be contacted about giving a <br />recommendation to the City Council about the matter. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br />provisions of this chapter; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Complies with the overall neighborhood development plan and existing <br />zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas <br />in accordance with the standards contained in the Zoning Code. Ms. Ratner moved that the Plan <br />Commission recommend approval of the Conditional Use Permit amendment by changing <br />condition #10 as follows: <br /> <br />10. Development shall be in substantial conformity with submitted drawings with the <br />exception that proposed parking along the east-west leg of McKnight Place (formerly <br />Barby Lane) shall be permitted only if the planned parking is diagonal/angled [not <br />perpendicular] parking, subject to a favorable report by the Director of Public Works. <br />The parking spaces shall be for public use and shall not be marked as private. Revised <br />parking plans shall be submitted to and approved by the Director of Planning prior to <br />construction of the parking spaces. <br /> <br />The motion was seconded by Mr. Kahn and passed by a vote of 4 to 0, with one abstention; with <br />Ms. Ratner, Mr. Safe, Mr, Kahn and Mr. Solodar voting "aye" and Mr. Marsh abstaining. <br /> <br />Mr. Kahn excused himself from the meeting. <br /> <br />m-8-24.pJc <br />
