<br />. <br /> <br />. <br /> <br />8-24-94 Plan Commission Meeting Minutes Page 4 <br /> <br />Public Hearing: Conditional Use Permit amendment #276(A) to allow expansion of the <br />synagogue into 8206 Delmar, 8202-06 Delmar <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />Agudas Israel Synagogue represented by Dave Steckler for an amendment to Conditional Use <br />Permit #276 in order to allow the synagogue to expand into 8206 Delmar. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the <br />specific location will contribute to and promote the community welfare or convenience; c) will <br />not cause substantial injury to the value of neighboring property; d) complies with the overall <br />neighborhood development plan and existing zoning district provisions; and e) will provide, if <br />applicable, off-street parking and loading areas in accordance with the standards contained in the <br />Zoning Code. The Chairperson called upon the applicant. <br /> <br />Dave Steckler, treasurer for Agudas Israel Synagogue, 8202 Delmar, University City, MO <br />63124, gave an overview of the expansion plans submitted for the amendment. The main <br />reasons for the expansion are: the need to not have to go through the multi-purpose room to see <br />the Rabbi; the need for a larger secretary's office; and the need for more room for the children <br />to play and read. <br /> <br />The Chairperson called on Al Goldman, Director of Planning to provide the staff report. Mr. <br />Goldman stated that this application proposes to expand the existing synagogue use by <br />approximately 900 square feet. The application presents no major problems other than the lack <br />of sufficient parking to meet zoning code requirements. There are a total of 37 on site parking <br />spaces. At least 15 of these spaces must be allocated to the existing retail and medical office <br />uses on the site, leaving 22 spaces for the use of the synagogue. The first floor space of the <br />synagogue has increased from approximately 2250 square feet to 3150 square feet, an increase <br />of 40 %; and the parking has increased from 14 spaces to 22 spaces, an increase of 57 % . On <br />that basis if the parking is currently satisfactory, it should remain satisfactory with the expansion <br />of the synagogue. While the parking for this existing structure can reasonably be expected to <br />serve an orthodox synagogue whose members do not drive on the Sabbath; it will not be <br />adequate for a church or a non-orthodox synagogue. It should be pointed out that the conditional <br />use process deals with zoning code issues and the plans have not been reviewed for building <br />code compliance. He recommends approval of the application to amend Conditional Use Permit <br />No. 276 subject to the following conditions. I) The use shall be limited to space shown on the <br />drawings submitted with the application as prepared by Peters, Koblenz, Kreishman Inc., <br />Architects and dated 8-3-94, plus a connecting basement space as shown on the drawing <br />prepared by Alvah M. Levine, P.C. and dated 8/10/89. Any enlargement or addition to these <br />spaces must first be reviewed by the Plan Commission and approved by the City Council as a <br />further amendment to this conditional use permit. 2) The exterior work on the front of the new <br /> <br />m-8-24.plc <br />
