.

.

8-24-94 Plan Commission Meeting Minutes Page 5

addition and any revisions to the front entrance for the existing facility shall match the store
front work on the existing facility, including the use of blinds or drapery on the windows. 3)
Because of limited parking, the issuance of this permit is based on the use of the premises as
an Orthodox Jewish synagogue unless such use and the adequacy of the available off-street
parking is reviewed by the Plan Commission and approved by the City Council as a further
amendment of this Conditional Use Permit.

The Chairperson opened the public hearing and asked for testimony from the public. Joseph
Meindl, 557 Westview, stated that at times there is a lack of supervision of the children. Joe
Corrigan, 569 Mapleview, agreed with the statement concerning child supervision and also stated
that people sometimes park along his street. Mr. Steckler stated that the synagogue will double
the efforts aimed at stopping people from parking on the streets and will ask that supervision of
the children be increased. No other members of the public indicated a desire to speak, so the
public hearing portion of the meeting was closed.

The Plan Commission determined that the evidence presented to the Plan Commission supports
the conclusion that the proposed conditional use amendment: a) Complies with all applicable
provisions of this chapter; b) At the specific location will contribute to and promote the
community welfare or convenience; c) Will not cause substantial injury to the value of
neighboring property; d) Complies with the overall neighborhood development plan and existing
zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas
in accordance with the standards contained in the Zoning Code. Mr. Safe moved that the Plan
Commission recommend approval of the Conditional Use Permit amendment with the following
conditions:

1. The use shall be limited to space shown on the drawings submitted with the application
as prepared by Peters, Koblenz, Kreishman Inc., Architects and dated 8-3-94, plus a
connecting basement space as shown on the drawing prepared by Alvah M. Levine, P.C.
and dated 8/10/89. Any enlargement or addition to these spaces must first be reviewed
by the Plan Commission and approved by the City Council as a further amendment to
this conditional use permit.
2. The exterior work on the front of the new addition and any revisions to the front entrance
for the existing facility shall match the store front work on the existing facility, including
the use of blinds or drapery on the windows.
3. Because of limited parking, the issuance of this permit is based on the use of the
premises as an Orthodox Jewish synagogue unless such use and the adequacy of the
available off-street parking is reviewed by the Plan Commission and approved by the
City Council as a further amendment of this Conditional Use Permit.

The motion was seconded by Mr. Solodar and passed by a vote of 4 to 0 with all members
voting "aye."

m-8-24.plc
