<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />September 28, 1994 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on September 28, 1994. The <br />meeting commenced at 7:30 p.m. with Chairperson Marsh presiding. <br /> <br />Voting Members Present <br />Stephen P. Marsh, Chairperson <br />Andrea Ratner, Vice Chairperson <br />Charles Foxworth <br />Carl Safe <br />Thomas E. Kahn <br />Mickey Peniston <br />A. John Solodar <br /> <br />Voting Members Absent <br />nla <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank B. Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Marsh stated that the Commission would now consider approval of the minutes from <br />the August 24, 1994 meeting. Ms. Ratner stated that the word "decr" should be changed to <br />"decrease" in the third line of page 2. She would like the following sentence added to page 7, <br />"Ms. Ratner stated that since a tandem parking arrangement could exist the proposed number <br />of spaces is acceptable." Mr. Marsh moved for approval of the August 24, 1994 minutes as <br />amended. The motion was seconded by Ms. Ratner and passed by a vote of 7 to 0 with all <br />members voting "aye." <br /> <br />Public Hearing: Conditional Use Permit #321, dine-in I carry-out restaurant, 7353 Forsyth <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />Gail and Keith Kitsis representing Bonzai Express of St. Louis, Inc. for a conditional use permit <br />to open a dine-in I carry-out restaurant at 7353 Forsyth. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits. He specifically stated that the Plan Commission must consider whether the use: a) <br />complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />The Chairperson called upon the applicant. <br /> <br />Keith Kitsis, 7734 Gannon, Unit A, University City, MO 63130, gave an overview of the <br />
