<br />. <br /> <br />. <br /> <br />9-28-94 Plan Commission Meeting Minutes <br /> <br />Page 10 <br /> <br />subdivision ordinance provides that the funds may be escrowed. The plat itself has some <br />deficiencies. Lot #60 is 4" shorter than the minimum of 40' wide. The Plan Commission must <br />specifically approve that dimension. The text in the corner should not state that the streets are <br />to be dedicated to St. Louis County. The names shown for Plan Commission Chair and <br />Executive Secretary are not current. <br /> <br />Chairperson Marsh asked for comment from the public. Norman Essman, 915 Morehouse, <br />submitted a multi-colored list compiled by him listing the improvements that still need to be <br />finalized by the applicant. He stated that the common ground was supposed to be made into a <br />park-like setting. It is not developed. Mr. Essman also submitted a petition. He is asking the <br />City to help in some way to protect the financial interest of the subdivision so they will not be <br />stuck with burden of having to install the improvements themselves. <br /> <br />John Mancini, 971 Barnard College, stated that his interest lies in getting the subdivision <br />completed. Joshua Cranesbury, 908 Barnard College stated that the quality of the installed <br />improvements is substandard. Lights along Hanley were installed with subdivision homeowner <br />association's money and are not in working order. No trees have been along the townhomes for <br />over 1.5 years. Steve Rosenblum, 7628 Balson, complains that the common ground has not <br />been developed as promised. Roger VanHorn, 938 Barnard College, wants the items on the <br />multi-colored list to be addressed. Mark Johnson, 939 Morehouse College, wants to get <br />contingencies for the escrow accounts. Shanese Allen, 7501 Balson, stated that the lights along <br />Hanley have recently been vandalized and have not been repaired. Gene Ruben, 923 Barnard <br />College, is worried for the safety of the children who play in the area. There is a need for a <br />sidewalk extension. Gerald Krull, 7506 Balson, wants the escrow to be considered. Alexis <br />Essman, 915 Morehouse College, states that the common area is full of debris and garbage. No <br />other members of the public indicated a desire to speak. <br /> <br />Mr. Marsh suggested that the City require an escrow account and a letter of credit to guarantee <br />that the contractor makes the required improvements such as: landscaping, flood plain issues, <br />repairs to existing improvements, and the sidewalk extension to Hanley. <br /> <br />Ms. Ratner asked if there could a conditional approval on the plat that would expire if the <br />required improvements are not finalized. <br />Mr. Schoomer stated that there is no way to do that for a subdivision plat. <br /> <br />Mr. Safe stated that the problems that have developed in the neighborhood are too extensive and <br />are unacceptable after only five years. <br /> <br />Mr. Marsh wants a letter of credit on this project and wants the City Engineer to look things <br />over and give an estimate of the cost. <br /> <br />Mr. Solodar moved that the Plan Commission recommend approval of the subdivision of Plat <br /> <br />m-9-28.p1c <br />
