<br />. <br /> <br />. <br /> <br />9-28-94 Plan Commission Meeting Minutes Page 9 <br /> <br />Swanson, 8009 Delmar, stated that she is for the application and looks forward to the <br />conversion. No other members of the public indicated a desire to speak, so the public hearing <br />portion of the meeting was closed. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br />provisions of the Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Complies with the overall neighborhood development plan and existing <br />zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas <br />in accordance with the standards contained in the Zoning Code. Ms. Peniston moved that the <br />Plan Commission recommend approval of the Conditional Use Permit. <br /> <br />The motion was seconded by Ms. Ratner and passed by a vote of 7 to 0 with all members voting <br />"aye." <br /> <br />Hearing for subdivision of Plat 4 of the Village of University Place <br /> <br />Chairperson Marsh informed those present that the Plan Commission had scheduled the meeting <br />on an application from Richards Bruno, Inc. represented by Richards Bruno and Mike Saunders <br />for preliminary and final plat approval of plat 4 of the Village of University Place Subdivision. <br />The Chairperson outlined the Commission's procedures and criteria for reviewing subdivision <br />applications and called for testimony from the applicant. <br /> <br />Mike Saunders, 4378 Lindell, St. Louis, MO 63108, representing Richards Bruno, Inc. <br />appeared. Mr. Saunders presented the Commission members with a copy of the proposed final <br />plat survey of the subdivision. In response to some of the comments in Mr. Goldman's memo <br />to the Plan Commission, Mr. Saunders stated that the flood plain map will be redrawn after the <br />improvements are done. The street and alley improvements will be the same design and <br />specifications as the others. The overall site landscaping for trees will be installed this fall for <br />the common ground. <br /> <br />The Chairperson called on Al Goldman, Director of Planning to provide the staff report. Mr. <br />Goldman stated that Mr. Richards Bruno has submitted the final record plat for Plat 4 of the <br />Village of University Place for review and approval. This is the last of four plats for the <br />subdivision of the Village of University Place. There are a number of issues that need to be <br />addressed, including the installation of landscaping and other improvements on the Common <br />Grounds, the construction of street and alley improvements and resolution of all flood plain <br />issues. Mr. Goldman stated that the flood plain issue is complicated because of FEMA <br />requirements for engineering certifications to remove 40 lots from the official flood hazard zone. <br /> <br />Mr. Goldman stated that street and alley improvements for plat 4 are not done and the <br /> <br />m-9-28.p1c <br />
