Mr. Goldman stated that the <br />topography lends itself to screen the buses. There will also be some landscaping required. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use: a) Complies with all applicable provisions of <br />the Zoning Code; b) At the specific location will contribute to and promote the community <br />welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; <br />d) Complies with the overall neighborhood development plan and existing zoning district <br />provisions; and e) Will provide, if applicable, off-street parking and loading areas in accordance <br />with the standards contained in the Zoning Code. Ms. Ratner moved that the Plan Commission <br />recommend approval of the Conditional Use Permit for an: "outdoor bus parking facility" as a <br />Conditional Use in the "P A" Public Activity District, provided: I) the primary use of the buses <br />is to transport persons to or from the principal buildings located on the same zoning lot and on <br />abutting zoning lots under a single ownership, 2) the buses are parked on a zoning lot with an <br />area of three (3) or more acres, 3) the total area of the bus parking is not more than 25 % of <br />the area of building coverage of the principal building on the zoning lot, and 4) the bus parking <br />is adequately screened from view from adjoining streets and residential uses, pending passage <br />of the text amendment to the Zoning Code allowing said use as a conditional use in that district, <br />subject to the fol!owing condition: <br /> <br />1. Buffering shall be provided to screen the buses from view from the Ruth Park and from <br />Groby Road in accordance with a detailed landscaping plan submitted for the review and <br />approval of the Director of Planning. Landscaping shall be installed and maintained in <br />accordance with the approved plan. <br /> <br />The motion was seconded by Mr. Marsh and passed by a vote of 3 to 0, with I abstention. with <br />Ms. Ratner, Mr. Marsh and Ms. Peniston voting "aye" and Mr. Solodar abstaining. <br /> <br />Discussion of North west Area Plan <br /> <br />Mr. Goldman submitted a memo that described the City's upcoming Northwest Area Plan. Mr. <br />Goldman stated that the City Manager asked for input from the all boards and commissions. <br /> <br /> <br />Cancellation of December Meeting <br /> <br />Mr. Solodar moved that the December meeting of the Plan Commission be cancelled unless an <br />emergency occurs.
