<br />- <br /> <br />. <br /> <br />. <br /> <br />November 16, 1994 Plan Cummission Miuules <br /> <br />Page 5 <br /> <br />if additional buffering is provided to screen the huses from the golf course and from the street. <br /> <br />Subject to the enactment of the pending zoning legislation, he recommends approval of the <br />application with the following condition: I) Buffering shall be provided to screen the buses from <br />view from the Ruth Park and from Groby Road in accordance with a detailed landscaping plan <br />submitted for the review and approval of the Director of Planning. Landscaping shall be <br />installed and maintained in accordance with the approved plan. <br /> <br />Chairperson Marsh opened the public hearing and asked for testimony from the public. <br />Elizabeth Chandler, 11 Nob Hill, stated that she is unilaterally opposed to the buses being <br />parked there. It will cause noise pollution and is an intrusion into a residential neighborhood. <br />She submitted a petition against the proposal. Frankie Spearman, 953 Swarthmore, stated that <br />vandalism will move into the neighborhood, their will be excessive exhaust fumes that will be <br />bad for the children and that the buses will be parked there all of the time not just temporarily <br />as they do now. Mr. Shore, 6 Nob Hill, stated he is opposed to the project. May Teetiers, 941 <br />Swarthmore, worried that the buses will go down Swarthmore excessively. Janet Bosely. 961 <br />Swarthmore, stated that the School Board should consider the Delcrest site instead. Elaine <br />Shore, 6 Nob Hill, stated that if the buses will be there all year it will be an eyesore. Janet <br />Bosely, 961 Swarthmore, stated that the buses will cause excessive noise and air pOllution. <br /> <br />No other members of the public indicated a desire to speak, so the public hearing portion of the <br />meeting was closed. <br /> <br />Mr. CayCe replied that there is very little vandalism at the Kingsland site. The buses will be <br />within a locked gate. The buses go to Brittany Woods two times per day anyway as it is. They <br />will not be repaired there, only parked and warmed up. The first run will be about 7: 15 a.m. <br />and the last run will return about 5 p. m. The buses will be parked at the site all summer. Some <br />buses will run down Swarthmore but only if that is on the established route. The street probably <br />will not be closed off as it is now. This site was chosen after long consideration from the <br />School Board. <br /> <br />Ms. Ratner stated that the buses are currently used for that site. She feels that the application <br />meets the standards for a conditional use as set forth in the Zoning Code. It contributes to the <br />community welfare for students and teachers. No substantial evidence of injury to the <br />surrounding area has been presented. The current site on Kingsland has been operating for years <br />and it is much closer to residences than the proposed site. The proposed location is within a <br />Public Activity District which schools are supposed to be located. Buses and school go hand <br />and hand. She does not see a reason to turn the proposal down. so she will be voting for it. <br /> <br />Mr. Marsh stated that he agrees with Ms. Ratner's statement. The buses must go someplace and <br />this is where they cause the least damage. He does not see a bad economic impact. <br /> <br /> <br />m-1l-16.plc <br /> <br />. <br />
