<br />. <br /> <br />. <br /> <br />Februm)l 22, 1995 PIal/ COlIl/nission Meeting Minutes <br /> <br />Page 3 <br /> <br />The plan shall include tree planting in the parking lot islands and in the transitional yard along <br />the north side of the parking lot. All landscaping shall be maintained in accordance with the <br />approved plan. 5) Refuse containers shall be stored north of the north wing of the building. <br />6) Signs shall be installed and maintained in strict compliance with the provisions of the <br />University City Sign Code. 7) There shall be no change in ownership status that includes <br />purchase by a person, association, corporation, institution or foundation that has been designated <br />as exempt from payment of any tax levied by the city unless the change in status is first <br />reviewed and authorized by the City Council under the Site Plan Review process. <br /> <br />Mr. Femmer stated in response to proposed condition 4 that the there is a sharp vertical drop <br />in the rear of the property and is not sure that trees could grow there. However, they will <br />comply with the City's recommendation. Mr. Goldman responded that there is 12 to 15 feet of <br />sloped area in the rear which is would sustain the planting of trees. <br /> <br />Chairperson Ratner opened the public hearing and asked for testimony from the public. Al <br />Ashby, 7545 Melrose stated that he is the president of the neighborhood association for that <br />block of Melrose. He is concerned that some church patrons will park on Melrose during the <br />church services. <br /> <br />Mr. Femmer stated that the church has ample parking for their current congregation and if <br />additional parking is needed they will try to obtain it from the neighboring commercial <br />businesses on Olive. Mr. Goldman stated that the overtlow parking would tend to be in the <br />commercial businesses rather than on the residential street behind the church. <br /> <br />Ms. Ratner asked if there will be any outdoor activities such as outside daycare. Mr. Femmer <br />responded that there would not. <br /> <br />Mr. Norm Segall, owner of the property, stated that the landowners directly behind the building <br />need to cut back their shrubs because they are growing through the fence. <br /> <br />No other members of the public indicated a desire to speak, so the public hearing portion of the <br />meeting was closed. <br /> <br />Mr. Marsh asked what services and gatherings the church has scheduled. Mr. Femmer stated <br />that they will hold Sunday school from 9:30 a.m. to 10:00 a. m. The general assembly will meet <br />from 10:30 a.m. to 12:00 noon. If needed, they could hold multiple services. They will hold <br />prayer practice and bible study on Thursday evenings. Mr. Marsh asked if the church had <br />enough money on hand to comply with the suggested conditions of the permit. Mr. Femmer <br />replied that they did. <br /> <br />Mr. Kahn asked if the church would be doing any construction. Mr. Femmer replied that they <br />would only be taking out two non-bearing walls. Mr. Kahn asked if Mr. Segall's use would <br /> <br />1ll-2-22,plc <br />
