Once the property is rezoned to "GC" it can be used for any of the <br />uses permitted by the code in that district. He recommends in favor of the proposed rezoning, <br />but suggests that the final enactment of the rezoning ordinance be delayed until the development <br />plan is completed, and is reviewed and approved by the City Council under the Site Plan Review <br />process. The "out parcels" should be incorporated into the development plan with their uses <br />spelled out. <br /> <br />Ms. Ratner asked if any members of the public wished to make comments. No members of the <br />public asked to speak. <br /> <br />Mr. Marsh asked if Mr. Renner could give an idea of the type of business the development <br />would have. Mr. Renner replied that he could only state that it is a major retailer. <br /> <br />Mr. Kahn asked if they could limit the users of the out-parcels. Mr. Goldman replied that the <br />rezoning could not be conditional but that the site plan review could offer some control. <br /> <br />Ms. Ratner stated that she is concerned for the residential properties on Vernon. The site plan <br />shows loading docks facing that way and road entrances along Vernon. Ms. Ratner stated that <br />she is concerned with the noise and traffic the development might bring. She hopes that the site <br />plan review will include restrictions on delivery hours and have definite additions to the <br />buffering and landscaping that are shown on the submitted plan. <br /> <br />Mr. Schoomer stated that he is concerned with the big brick wall facing Vernon. He stated that <br />the City Council will put reasonable conditions on the site plan review to make it compatible. <br /> <br />Mr. Kahn moved that the Plan Commission recommend to the City Council that the Plan <br />Commission recommend approval of the application for rezoning 1000 Pennsylvania, Lot 2 of <br />the Mercy High School Subdivision, St. Louis County Locator Number 17131-0700 from a "PR- <br />O" - Planned Residential-Office District to a "GC" - General Commercial District. The Plan <br />Commission further recommends that the zoning change be delayed until the development plan <br />is completed and approved by the City Council under the Site Plan Review process. The "out <br />parcels" should be incorporated into the development plan with their uses spelled out. The <br />motion was seconded by Mr. Marsh and passed by a vote of 4 to 0 with all members voting <br />"aye." <br /> <br />Other Business <br /> <br />Mr. Schoomer gave an overview of recent City Council activities. Mr. Goldman stated that the <br />Zoning Code revision is near the stage where it will be reviewed by the Plan Commission. <br /> <br />1ll-2-22.plc <br />
