<br />. <br /> <br />. <br /> <br />Fehrum~v 22, 1995 Plan Commission Meeting Minutes <br /> <br />Page 5 <br /> <br />The motion was seconded by Mr. Kahn and passed by a vote of 4 to 0, with all members voting <br />"aye." <br /> <br />After the voting for this agenda item had occurred, Mr. Willie Daniels, 6955 Delmar appeared <br />before the Commission to voice his opinion. He apologized that he was delayed. He stated that <br />he is the property owner of the night club located directly to the west at 7555 Olive. He feels <br />that the church will have a negative affect on his property values because it will inhibit the re- <br />use and the resale value of his property and building as a night club. State law hinders the <br />possibility of granting a liquor license to a subsequent owner because the property will now be <br />located next to a church where a church does not currently exist. Mr. Daniels was informed that <br />he could speak before the City Council at their meeting where this will be considered on <br />Monday, February 27, 1995. <br /> <br />Hearing for rezoning of 1000 Pennsylvania, Lot 2 of the Mercy High School Subdivision <br />from PR-O to GC <br /> <br />Chairperson Ratner informed those present that the Plan Commission had scheduled the meeting <br />on an application from Evergreen Developments, Inc. c/o Beau Sprenger represented by Kerry <br />Renner, AlA for a rezoning of the parcel of land known as 1000 Pennsylvania, Lot 2 of the <br />Mercy High School Subdivision, St. Louis County Locator Number 17131-0700 from "PR-O" - <br />Planned Office-Residential District to "GC" - General Commercial District. The Chairperson <br />outlined the Commission's procedures and criteria for rezoning applications and called for <br />testimony from the applicant. <br /> <br />Mr. Kerry Renner, AlA, stated that he has submitted a proposal on behalf of the owner, <br />Evergreen Development, Inc. to rezone the property located at 1000 Pennsylvania, the former <br />Mercy High School site. They wish to rezone from the current zoning of "PR-O" - Planned <br />Office-Residential to "GC" - General Commercial District. They wish to develop the site for <br />a major retail user that they cannot disclose at this time. He submitted a preliminary site plan <br />showing the proposed layout of the site. They do not have any tenants for the outparcels as of <br />yet. Mr. Renner state that the development will be an asset to the City. <br /> <br />Chairperson Ratner asked Mr. Goldman to report on the staff review. Mr. Goldman stated that <br />an application for rezoning the former Mercy High School property has been filed by the current <br />owner, Evergreen Developments, Inc. of Columbia Missouri. The current zoning is "PR-O" <br />Planned Residential-Office. The applicant requests that the zoning be changed to "GC" <br />General Commercial to allow the construction of a 61,500 square foot retail store. The tentative <br />plan for the site includes an additional 15,000 square foot retail building and the future <br />development of two "out parcels". Mr. Goldman outlined the points in his February 15, 1995 <br />memo to the Plan Commission. He stated that the Planning Department staff has two major <br />reservations regarding the rezoning proposal: 1) There is no assurance that the development of <br />the "out parcels" will contribute toward furthering the goals of the Comprehensive Plan.
