<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />April 26, 1995 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on April 26, 1995. The meeting <br />commenced at 7:30 p.m. with Chairperson Ratner presiding. <br /> <br />V oting Members Present <br />Andrea Ratner, Chairperson <br />A. Kahn <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Frank B. Hill, Zoning Administrator; Al Goldman, Director of Planning <br /> <br />Approval of Minutes <br /> <br />Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the April 5, 1995 meeting. Mr. Solodar moved for approval of the April 5, 1995 minutes. <br />The motion was seconded by Ms. Peniston and passed by a vote of 5 to 0 with all members <br />voting "aye." <br /> <br />Public Hearing: Conditional Use Permit Amendment Application #265(B), Nursing Home <br />Expansion, 1301 Partridge <br /> <br />Chairperson Ratner announced that a public hearing was scheduled to hear an application from <br />University Forest Nursing Care Center, Inc., represented by Robert Salter for an amendment <br />to their existing conditional use permit to allow the premises located at 1301 Partridge to be <br />expanded with a 20 bed wing at the west end of the building. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) complies with all applicable provisions of the Zoning Code; <br />b) at the specific location will contribute to and promote the community welfare or convenience; <br />c) will not cause substantial injury to the value of neighboring property; d) complies with the <br />overall neighborhood development plan and existing zoning district provisions; and e) will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards <br />contained in the Zoning Code. The Chairperson called upon the applicant. <br /> <br />Robert Salter, Director of the University Forest Nursing Care Center, 1301 Partridge, gave <br />background of the nursing home use and an overview of the plans for expansion. He noted that <br />a previous application, identical to the proposal before the commission tonight, was approved <br />by the City Council in September of 1992.
