The <br />new wing will be for alzheimer patients who require special care and staff. <br /> <br />Chairperson Ratner called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated that Mr. Robert Salter, representing University Forest Nursing Care Center, <br />Inc., has submitted an application for amending Conditional Use No. 265 in order to expand the <br />nursing home by adding a 20 bed wing at the west end of the existing building. The new wing <br />is to connect the two westernmost wings, forming an enclosed triangular shaped court yard. The <br />proposal relocates the existing 20 car employee parking lot west of its present location. An <br />identical application was recommended for approval by the Plan Commission on August 26, <br />1992 and was subsequently approved by the City Council on September 14, 1992. An extension <br />of time was then approved by the City Council on April 12, 1993, but has been in an expired <br />status since September 30, 1993. No conditions have changed since the last time this application <br />was before the Plan Commission other than the following items of site maintenance that require <br />corrective action: a. Damaged parking lot and driveway pavement. b. Abandoned playground <br />pavement that is in severely deteriorated condition. c. Rusted and broken playground <br />equipment. d. Rusted fences and e. Volunteer plant growth in undeveloped portions of the site. <br />He finds that the proposed conditional use will meet the standards for approval as set out in <br />Zoning Code Section 34-65 if the conditional use is limited by the conditions recommended <br />below. Accordingly, he recommends approval subject to the following conditions with any <br />required actions completed prior to the issuance of an occupancy permit for the new wing: 1) <br />Transitional yards shall be provided along the north and south property lines from Partridge to <br />a point 500 feet west of Partridge. Chain link fencing shall be maintained around the north, <br />west and south property lines. 2) At least 20 parking spaces shall be maintained in the parking <br />areas east of the building. 3) Driveways and loading areas shall be provided to directly serve <br />the north and south wings, with refuse boxes located outdoors on concrete pads in such service <br />areas and screened from public view. 4) Meyer and Watts A venues shall remain closed off from <br />the site by chain link gates arranged to permit Fire Department emergency access to paved <br />driveways on the site. 5) Fire hydrants shall be installed where directed by the Fire Marshal. <br />6) The project shall be operated and maintained in accordance with a detailed maintenance plan <br />and schedule submitted to and approved by the City Manager. 7) A revised landscaping plan <br />shall be submitted to the Director of Planning for his review and approval. Landscaping shall <br />be installed and maintained in accordance with the approved plan. 8) Exterior lighting fixtures <br />shall be shaded wherever necessary to avoid casting direct light upon any property located in a <br />residential district. Exterior lighting shall be installed and maintained in accordance with a <br />detailed lighting plan submitted to and approved by the Planning Director. 9) Late hour and <br />overnight parking shall comply with a traffic and parking plan submitted to and approved by the <br />City Manager. 10) There shall be no expansion of facilities, building of additions or new <br />buildings, and no additional drives or parking other than as shown on plans approved for this <br />Conditional Use Permit, without the approval of the City Council following a recommendation <br />from the Plan Commission after a Conditional Use public hearing. 11) Backer and George <br />Avenues shall remain closed off from the site. 12) Repair damaged parking lot and driveway <br /> <br />m-4-26.plc <br />
