<br />. <br /> <br />. <br /> <br />April 26, 1995 Plan Commission Meeting Minutes <br /> <br />Page 3 <br /> <br />pavements. 13) Remove former playground pavement and replace with a lawn area. 14) <br />Remove deteriorated playground equipment. 15) Repair and paint fencing. 16) Remove <br />volunteer growth along fences and at west end of sloped area. <br /> <br />Ms. Peniston suggested that there be some additional landscaping added to help screen the <br />development from the first house on Meyer. Mr. Goldman stated that could be incorporated into <br />the landscaping plan. <br /> <br />Chairperson Ratner opened the public hearing and asked for testimony from the public. Wilma <br />Kennel, 1332 Purdue, stated some of the trees that were supposed to have been planted from the <br />original proposal have not been installed. She was also concerned with the placement of the new <br />parking lot. <br /> <br />Edna Stone, 1282 George, stated that she lives adjacent to the west end of the nursing home <br />property. She is in favor of the proposal. The nursing home has been a good neighbor. <br /> <br />Al Stone, 1282 George, stated that he represents the Partridge Heights neighborhood association. <br />The nursing home has maintained a good relationship with the association. The association <br />recommends that the proposed plan be approved. <br /> <br />No other members of the public indicated a desire to speak, so the public hearing portion of the <br />meeting was closed. <br /> <br />Mr. Goldman stated that Ms. Kennel raised the issue of trees that were supposed to have been <br />planted west of the parking lot. He feels that there is no point in screening the parking lot; <br />instead the resources should be used to provide additional plantings for screening to adjacent <br />homes that face the facility. <br /> <br />When asked about timing, Mr. Salter stated that the project would begin In September or <br />October. <br /> <br />Mr. Hill suggested that deadlines for turning in the landscaping plan and for landscaping <br />installation be added to condition 7. Mr. Solodar suggested that condition 7 be reworded as <br />follows: A revised landscaping plan shall be submitted to the Director of Planning for his review <br />and approval no later than February 28, 1996. Landscaping shall be installed and maintained in <br />accordance with the approved plan; the spring plantings shall be installed no later than June 1, <br />1996 and the fall plantings shall be installed no later than December 31, 1996. <br /> <br />Mr. Solodar stated that he is satisfied that the proposal complies with the provisions of the <br />zoning code; that there has been testimony by citizens that the existing home promotes the <br />community welfare or convenience and that the evidence shows the proposed addition will do <br />the same; that citizens' testimony showed that the presence of the nursing home has actually <br /> <br />m-4-26.plc <br />
