<br />. . <br /> <br />. <br /> <br />. <br /> <br />April 26, 1995 Plan Commission Meeting Minutes <br /> <br />Page 4 <br /> <br />helped the value of the of neighboring property; that the proposal complies with the overall <br />neighborhood development plan and existing zoning district provisions; and the proposed plan <br />does provide off-street parking and loading areas in accordance with the standards contained in <br />the Zoning Code. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br />provisions of the Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Complies with the overall neighborhood development plan and existing <br />zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas <br />in accordance with the standards contained in the Zoning Code. Mr. Solodar moved that the <br />Plan Commission recommend approval of the Conditional Use Permit Amendment subject to the <br />following conditions: <br /> <br />1. Transitional yards shall be provided along the north and south property lines from <br />Partridge to a point 500 feet west of Partridge. Chain link fencing shall be maintained <br />around the north, west and south property lines. <br />2. At least 20 parking spaces shall be maintained in the parking areas east of the building. <br />3. Driveways and loading areas shall be provided to directly serve the north and south <br />wings, with refuse boxes located outdoors on concrete pads in such service areas and <br />screened from public view. <br />4. Meyer and Watts A venues shall remain closed off from the site by chain link gates <br />arranged to permit Fire Department emergency access to paved driveways on the site. <br />5. Fire hydrants shall be installed where directed by the Fire Marshal. <br />6. The project shall be operated and maintained in accordance with a detailed maintenance <br />plan and schedule submitted to and approved by the City Manager. <br />7. A revised landscaping plan shall be submitted to the Director of Planning for his review <br />and approval no later than February 28, 1996. Landscaping shall be installed and <br />maintained in accordance with the approved plan; the spring plantings shall be installed <br />no later than June 1, 1996 and the fall plantings shall be installed no later than December <br />31, 1996. <br />8. Exterior lighting fixtures shall be shaded wherever necessary to avoid casting direct light <br />upon any property located in a residential district. Exterior lighting shall be installed and <br />maintained in accordance with a detailed lighting plan submitted to and approved by the <br />Planning Director. <br />9. Late hour and overnight parking shall comply with a traffic and parking plan submitted <br />to and approved by the City Manager. <br />10. There shall be no expansion of facilities, building of additions or new buildings, and no <br />additional drives or parking other than as shown on plans approved for this Conditional <br />Use Permit, without the approval of the City Council following a recommendation from <br />the Plan Commission after a Conditional Use public hearing. <br /> <br />m-4-26.plc <br />
