<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br />July 26, 1995 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on July 26, 1995. The meeting <br />commenced at 7:34 p. m. with Vice Chairperson Solodar presiding. <br /> <br />V oting Members Present <br />A. Smith <br />Susan Glassman <br /> <br />Voting Members Absent <br />Andrea Ratner, Chairperson <br />Mickey Peniston <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Vice Chairperson Solodar stated that the Commission would now consider approval of the <br />minutes from the June 28, 1995 meeting. Mr. Solodar stated that a comma should be removed <br />and the "entire" should be inserted before the word "parcel" in the second sentence of the second <br />paragraph of page 2. Mr. Smith moved for approval of the June 28, 1995 minutes as amended. <br />The motion was seconded by Ms. Glassman and passed by a vote of 5 to 0 with all members <br />voting "aye." <br /> <br />Public Hearing: Conditional Use Permit Amendment Application #298(B), Expansion of <br />church facility, 8333 Fullel10n <br /> <br />Vice Chairperson Solodar announced that a public hearing was scheduled to hear an application <br />from Rev. Samuel Earl of the Abundant Life Ministry Complex for an amendment to their <br />existing conditional use permit to allow the premises located at 8333 Fullerton to be expanded <br />with a new sanctuary addition. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional <br />use permits and amendments to them. The Vice Chairperson specifically stated that the Plan <br />Commission must consider whether the use: a) complies with all applicable provisions of the <br />Zoning Code; b) at the specific location will contribute to and promote the community welfare <br />or convenience; c) will not cause substantial injury to the value of neighboring property; d) <br />complies with the overall neighborhood development plan and existing zoning district provisions; <br />and e) will provide, if applicable, off-street parking and loading areas in accordance with the <br />standards contained in the Zoning Code.
