Mr. Everding <br />pointed out that the new sanctuary would have an approximate 1000 person capacity and that the <br />proposed parking would be more than adequate according to the zoning code requirements. He <br />stated that the project is proposed to begin this fall and be open in the spring or summer of <br />1996. <br /> <br />Vice Chairperson Solodar called on Planning Director AI Goldman to provide the staff report. <br />Mr. Goldman stated that Rev. Samuel M. Earl, Pastor of the Abundant Life Ministry Center of <br />8333 Fullerton has applied to amend Conditional Use Permit No. 298B, to add a new sanctuary <br />wing to the existing church and day care center that was previously approved. The placement <br />of the new sanctuary and the enlarged parking area will significantly increase traffic on <br />Paramount when the sanctuary is in use and may create a traffic bottle neck at 82nd and <br />Paramount as traffic leaves after a service. The aisle serving vehicular traffic for the passenger <br />drop-off will also be used as a maneuvering area for entering and backing out of parking stalls, <br />which will cause some congestion at this point. The easternmost bay of parking measures only <br />56 feet wide. Good practice requires a bay width of 58 to 62 feet. The Zoning Code (Section <br />34-50.3,f) requires that parking areas containing more than 20 parking spaces be landscaped to <br />reduce the heat and glare and reduce the oppressive visual effect of large open parking lots. The <br />existing chain link fences on the east property line (south of Montreal and north of Paramount) <br />need to be cleaned, primed and repainted. These fences look like they are part of the original <br />school fencing. Also the existing driveway apron at Paramount is in poor shape and should be <br />replaced. The property line along Tamerton (the street that connects Montreal and Paramount) <br />is 25 feet west of the center line of the street. This means that the southeast corner of the new <br />building will only be set back 15 feet from the right-of-way line. This meets the minimum <br />requirements of the code. The north side of the new building will be the main entrance to the <br />sanctuary and requires landscaping. The code (Section 34-40.4,b) limits the height to 35 feet. <br />The only place a transitional yard is required for the new building is along the portion of the east <br />property line that lies north of Paramount Avenue. Section 34-35.6,d calls for a landscaped yard <br />and a 6 to 8 foot high decorative wall. Mr. Goldman would rather see a dense screen of <br />evergreen planting at this location, with the existing fence repaired and painted. The driveway <br />at Paramount is gated to allow closing the parking lot when the sanctuary is not in use. The <br />church should chain off this opening or continue to use a gate. There was a considerable delay <br />in installing landscaping under the previously issued conditional use permits. Every effort <br />should be made to establish deadlines for this type of work under the amended permit. A new <br />site plan was submitted by the applicant just prior to the hearing that addresses most of the <br />concerns Mr. Goldman had with the first submitted plan. <br /> <br />Mr. Goldman recommends that the Plan Commission recommend approval of the application <br />with the following conditions: I) All signs on the premises shall conform in every respect with <br />the provisions of the University City Sign Code. 2) A detailed landscaping plan shall be <br />submitted to the Director of Planning for his review and approval no later than February 15, <br />1996. The conditional occupancy permit for the use of the premises will be revoked without <br /> <br />m-7-26.plc <br />
