<br />. <br /> <br />. <br /> <br />July 26, 1995 Plan COllllnission Meering Minures <br /> <br />Page 3 <br /> <br />further notice if the landscaping is not fully and satisfactorily completed by December 15, 1996. <br />Landscaping shall be installed and maintained in accordance with the approved plan. 3) The <br />child day care use shall be approved and licensed by the State of Missouri Department of Family <br />Services. Occupancy shall be terminated by the City if State approval or licensing is withdrawn <br />for any reason. 4) Children who use the day care facility shall be delivered into and picked up <br />from inside the building by an adult parent or guardian. 5) The child day care use shall only <br />be operated in conjunction with church operations at this location by the Abundant Life Center <br />Church. Operation of the Center without a full church operation on the premises or operation <br />by any other owner or operator without the express approval of the City Council shall render <br />the use permit and the occupancy permit null and void. 6) The driveway apron at Paramount <br />A venue shall be replaced under a permit issued by the Public Works Department. 7) Fences <br />along the east property line shall be cleaned of rust and vines, primed and painted. 8) The <br />driveway from Paramount A venue shall be locked with a gate or chain and shall be opened only <br />when the Sanctuary is in use. 9) The average building height shall be limited to 35 feet in <br />accordance with the University City Zoning Code. <br /> <br />Vice Chairperson Solodar opened the public hearing and asked for testimony from the public. <br />Mike Edwards, 8368 Fullerton, stated that he objects to the proposal because will increase the <br />traffic along Fullerton worse than it already is. He further complained the city park abutting <br />the church lot is unusable at many times because the church patrons are taking up the park's <br />parking spaces. The church patrons also often park on Fullerton. No other members of the <br />public indicated a desire to speak, so the public hearing portion of the meeting was closed. <br /> <br />Vice Chairperson Solodar asked Rev. Earl to respond to the citizen's comments. Rev. Earl <br />stated that the city traffic commission did a traffic study on Fullerton and concluded that there <br />was not excess traffic. Church patrons rarely park on Fullerton, probably 2 to 3 times per year <br />for special occasions. The new parking lot should eliminate both problems. Mr. Everding <br />stated that the new entrance will be off of Paramount which will lessen the traffic on Fullerton. <br /> <br />Vice Chairperson Solodar asked for comments and questions from the commission members. <br /> <br />Mr. Smith stated that he lives along Fullerton and since they have moved in, the church has <br />made every effort to be a good neighbor. All complaints from the neighborhood have been dealt <br />with quickly. He feels the new parking plan will alleviate any past traffic problems. <br /> <br />Mr. Kahn asked how much the capacity of the sanctuary will be increased by the addition. He <br />also wanted a clarification on the parking requirements. Rev. Earl stated that the sanctuary will <br />serve an increase of 500 to 600 people. Mr. Everding stated that the new parking plans will <br />provide parking in excess of that required by the zoning code. Rev. Earl stated that he would <br />also request that church members not use the park parking lot. <br /> <br />Mr. Schoomer asked how the parki ng lot would be 1 igh ted. Rev.
