<br />... <br /> <br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />August 23, 1995 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on August 23, 1995. The meeting <br />commenced at 7:30 p.m. with Chairperson Ratner presiding. <br /> <br />Voting Members Present <br />Andrea Ratner, Chairperson <br />A. John Solodar, Vice Chairperson <br />Charles Foxworth <br />Thomas Kahn <br />Mickey Peniston <br /> <br />V oting Members Absent <br />Erickson T. Smith <br />Susan Glassman <br /> <br />Council Member Present: Paul Schoomer, Council Liaison <br />Staff Present: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br /> <br />Approval of Minutes <br /> <br />Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the July 26, 1995 meeting. Mr. Kahn moved for approval of the July 26, 1995 minutes. <br />The motion was seconded by Mr. Foxworth and passed by a vote of 4 to 0 with Ms. Ratner <br />abstaining. <br /> <br />Public Hearing: Conditional Use Permit Application #326, Carry out restaurant, 6847 <br />Olive <br /> <br />Chairperson Ratner announced that a public hearing was scheduled to hear an application from <br />Sheila Harris for a conditional use permit to allow the premises located at 6847 Olive to be used <br />as a carry out restaurant. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) complies with all applicable provisions of the Zoning Code; <br />b) at the specific location will contribute to and promote the community welfare or convenience; <br />c) will not cause substantial injury to the value of neighboring property; d) complies with the <br />overall neighborhood development plan and existing zoning district provisions; and e) will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards <br />contained in the Zoning Code. The Chairperson called upon the applicant. <br /> <br />Sheila Harris, 7920 Glenside Place, University City, Missouri, 63130, gave an overview of the <br />plans for her restaurant as outlined in her application. She stated that she will be serving a menu <br />that includes: fish, chicken, tripe, onion rings and other similar foods. <br />
