<br />- <br /> <br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />Minutes <br />September 27, 1995 <br /> <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on September 27, 1995. The <br />meeting commenced at 7:30 p.m. with Chairperson Ratner presiding. <br /> <br />V oting Members Present <br />Andrea Ratner, Chairperson <br />A. John Solodar, Vice Chairperson <br />Charles Foxworth <br />Thomas Kahn <br />Mickey Peniston <br />Erickson T. Smith <br />Susan Glassman <br /> <br />Staff Present: AI Goldman, Director of Planning; Frank Hill, Zoning Administrator <br /> <br />It was announced that Council Liaison, Paul Schoomer was unable to attend the meeting because <br />he is attending the Municipal League conference in Kansas City. <br /> <br />Approval of Minutes <br /> <br />Chairperson Ratner stated that the Commission would now consider approval of the minutes <br />from the August 23, 1995 meeting. Ms. Ratner stated that the following sentence should be <br />added to the last full paragraph of page 2: "There was also discussion relating to adequacy of <br />parking and it was determined that at the present time no problem would result because other <br />shops are not rented; this needs to be considered when other tenants are added." Mr. Solodar <br />moved for approval of the August 23, 1995 minutes as amended. The motion was seconded by <br />Mr. Foxworth and passed by a vote of 7 to O. <br /> <br />Public Hearing: Conditional Use Permit Application #327, motor vehicle repair or washing, <br />8314 Olive, Rear <br /> <br />Chairperson Ratner announced that a public hearing was scheduled to hear an application from <br />Timothy Hinton for a conditional use permit to allow the premises located at 8314 Olive, Rear <br />to be used as an auto repair or washing facility. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) complies with all applicable provisions of the Zoning Code; <br />b) at the specific location will contribute to and promote the community welfare or convenience; <br />c) will not cause substantial injury to the value of neighboring property; d) complies with the <br />overall neighborhood development plan and existing zoning district provisions; and e) will <br /> <br />. <br /> <br />
