The Chairperson called upon the applicant. <br /> <br />Timothy Hinton, 3941 Jaq-Mar Ct., St. Peters, Missouri, 63376, gave an overview of the plans <br />for his auto detailing operation. He stated that he will be doing wholesale work for dealers. He <br />will shampoo the interior, clean engines, dress up the inside, and clean t he tires of <br />automobiles. Only normal retail chemicals will be used. He will only work on one car at a <br />time in one bay. There will only be one other employee besides himself. <br /> <br />Chairperson Ratner called on Planning Director AI Goldman to provide the staff report. Mr. <br />Goldman stated that he formerly thought that parts of the parking area south of the building are <br />unpaved but after inspection he found he was mistaken. Therefore, his proposed paving <br />condition in his memorandum should be ignored. The proposed location is appropriate for a <br />business of this type and as far as he can determine the proposed use will meet the standards for <br />conditional use approval, subject to Plan Commissions' usual conditions for automotive related <br />uses. Mr. Goldman suggested that the commission may want to eliminate all outdoor overnight <br />parking. He recommends approval of the application subject to the following conditions: 1) <br />Signs on the premises shall conform in all respects with the provisions of the University City <br />Sign Code. 2) Overnight, outdoor parking or storage of wrecked, derelict, abandoned and/or <br />unlicensed vehicles is prohibited. Overnight outdoor storage of motor vehicles shall be limited <br />to the five parking spaces directly behind and south of the building. 3) All repair, maintenance <br />and service shall be conducted wholly enclosed within a building, including the repair or <br />washing of automobiles. 4) The area south of the building that is designated for parking shall <br />be striped to show parking stalls. <br /> <br />Chairperson Ratner opened the'public hearing and asked for testimony from the public. No <br />members of the public indicated a desire to speak, so the public hearing portion of the meeting <br />was closed. <br /> <br />Mr. Kahn stated that he doesn't think the site plan accurately reflects the true layout of five <br />spaces behind the building. He also feels that the parking area does need to be repaved. Mr. <br />Solodar agreed and stated that they could probably get three spaces back there. Mr. Hinton <br />replied that there is adequate non-designated parking throughout the whole building and that they <br />would not be needing overnight parking. Ms. Ratner stated that she felt at least five spaces <br />should be used for parking, overnight or otherwise, if they are directly behind the building. Mr. <br />Foxworth stated that five spaces are required by the Zoning Code and this establishment should <br />also be required to have them. Mr. Solodar stated that the use should have at least five spaces <br />for overnight parking because of future uses. The alternative would be to limit the permit to this <br />tenant. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br /> <br />m-9-27.plc <br />
