The Chairperson called upon the applicant. <br /> <br />Robert Polk, Jr., of Farnsworth Polk, Inc., 144 West Lockwood, St. Louis, Missouri 63119 <br />stated that he was retained by Shell Oil Co. to represent them in this hearing. The firm is also <br />retained as the engineers and surveyors for the project. Mr. Polk gave an overview of the plans <br />for the drive-through cashier's facility. He asked that the matter be tabled until the next meeting <br />in order to give them time to address the problems cited by city staff in Mr. Goldman's <br />memorandum. Chairperson Ratner replied that the public hearing portion of the meeting will <br />be held as scheduled because notice has been published and mailed out to members of the public. <br />Ms. Ratner stated that the commission members are permitted to vote on tabling the matter for <br />one month. <br /> <br />Chairperson Ratner called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated that he questions the degree to which the proposed drive-through service window <br />will contribute to the community welfare or convenience. The additional convenience of <br />purchasing cigarettes, beverages and snack foods at a drive-through service window compared <br />to the current arrangement with a pedestrian service window does not make a measurable <br />contribution to the community welfare or convenience. In fact, the proposed arrangement makes <br />it more difficult to see the purchaser which can lead to more cigarette sales to minors and <br />increased security problems for employees. In addition the proposed traffic arrangement will <br />increase the hazard to pedestrians. In terms of employee safety, the current pedestrian window <br />with the slide-out drawer provides considerably more security than the sliding window shown <br />for the drive-through service window. An increase in crime, particularly those that are life <br />threatening, can have a significant negative effect on the value of neighboring property. In his <br />judgement the proposed drive-through service window does not meet the standards for <br />conditional use approval. He recommends that the application be denied. <br /> <br />Mr. Kahn moved that the Plan Commission table the vote on this matter until next month's plan <br />commission meeting. The motion was seconded by Ms. Glassman and passed by a vote of 6 to <br />1, with all members voting "aye" except Mr. Solodar. <br /> <br />Chairperson Ratner opened the public hearing and asked for testimony from the public. Linda <br />Locke, 7340 Melrose, stated that she is the President of the Musick Neighborhood Association <br />and she is here on their behalf and as a concerned neighbor. The neighborhood is located <br />directly north of the Shell building. She states that the neighborhood has enjoyed the quietness <br />of Shell's use and hopes that this addition will not change that. She noted that Shell has been <br />a good neighbor in the past. They are concerned with noise increase, litter and increased traffic. <br />She stated that she likes the way the traffic has been re-routed according to the site plan. She <br />hopes that there will be no plans to allow liquor sales at this address. Cynthia Egyed, 7437 <br />Melrose, stated that she is concerned about lights and increased traffic and noise.
