I <br /> <br />. <br /> <br />. <br /> <br />September 27, 1995 Plan Commission Meeting Minutes <br /> <br />Page 5 <br /> <br />Mr. Foxworth stated that he does not feel the plan adequately addresses the problem of how the <br />internal traffic will be re-routed to get people to arrive at the window position. <br /> <br />Ms. Glassman asked if there is another location where the proposal by Shell could be tried in <br />the St. Louis area. Mr. Polk replied that this location will be one of a few test location for this <br />idea. The idea behind the proposal is for customers to be out of their cars for a lesser period <br />of time. <br /> <br />Ms. Ratner asked if the facility will be opened for 24 hours per day. Mr. Polk replied that it <br />would. <br /> <br />Mr. Solodar stated that he would prefer that perhaps the idea be tested somewhere else besides <br />University City. <br /> <br />Mr. Smith asked if a gas pump would have to be removed to accommodate the window. Mr. <br />Polk replied that the pump located along the west side of the building would be removed. <br /> <br />There were no other questions or comments from Plan Commission members. Ms. Ratner <br />reminded everyone that the decision on this matter will be tabled until the next meeting <br />scheduled for October 25, 1995. Any interested members of the public are encouraged to <br />attend. <br /> <br />New Proposed Text Amendment to ~34-1 02.2 of the Sign Code concerning the prohibition <br />against commercial signs for tenants of buildings not on the ground floor <br /> <br />Mr. HilI explained that as directed by the Plan Commission at its July 26th meeting, the staff <br />has drafted proposed amendments addressing the issue of signage for businesses or institutions <br />not on the ground floor. <br /> <br />Michael Norvell, owner of Okinawad Karate-Do Academy, 6608 Delmar, Unit A and Chris <br />Barry operator of the Sunshine Daydream Imports, 6604 Delmar, Unit A stated that they both <br />have businesses on the second floor balconies of a building in the Loop. They were both <br />notified that their window signs are currently considered illegal and should be removed. They <br />asked that the Plan Commission consider a text amendment to the sign code that would grant <br />them some sort of primary signage. Mr. Norvell stated that an awful lot of his business came <br />from people seeing his current sign from across the street. <br /> <br />Mr. Solodar moved that the Plan Commission recommend approval of amending g34-102.2 by <br />adding a second paragraph to the introductory paragraph, reading as follows: <br /> <br />Each business or institution occupying a floor of a premises other than the ground <br />floor and having a direct exterior entrance to that business or institution on that <br /> <br /> <br />m-9-27 .plc <br /> <br />- <br />
