February 28, 1996 Plan Commission Meeting Minutes Page 4 <br />overflow into the synagogue parking lot. Pastor Lewis responded that the church had adequate <br />parking according to the zoning code. The Klamens replied that they thought the church would be <br />a good use of the space. No other members of the public indicated a desire to speak, so the public <br />hearing portion of the meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission supports the <br />conclusion that the proposed conditional use: a) Complies with all applicable provisions of the <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Complies <br />with the overall neighborhood development plan and existing zoning district provisions; and e) Will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards contained <br />in the Zoning Code. Ms. Glassman moved that the Plan Commission recommend approval of the <br />Conditional Use Permit subject to the following condition: <br />1.All activities shall take place inside the building and there shall be no outdoor activities at any <br />time. <br />2.Signing shall be limited to a single sign hung in the west window. The sign shall not exceed <br />12 square feet in surface area. <br />The motion was seconded by Mr. Kahn and passed by a vote of 6 to 0, with all members voting "aye." <br />Other Business <br />The Plan Commission decided to hold a special meeting on March 13, 1996 in order to study the <br />Article 4 of the proposed zoning code revision. <br />Adjournment <br />Ms. Glassman moved for adjournment. The motion was seconded by Ms. Peniston and passed <br />unanimously. The meeting adjourned at 9:00 p.m. <br />m-2-28.plc <br />
